Brokerage Services for the Provision of Electricity to CACGEL Sites

Overview The Catholic Archdiocese of Canberra and Goulburn, on behalf of Catholic Archdiocese Canberra-Goulburn Education Limited (CACGEL), is seeking proposals from suitably qualified and experienced energy brokers or consultants to provide brokerage services for the provision of electricity to CACGEL sites. About Catholic Archdiocese Canberra-Goulburn Education Limited operates 56 Catholic Schools and 9 Early Learning Centres, extending from Pambula on the South Coast, to Crookwell in the North, through to the western point of Lake Cargelligo, covering both NSW and ACT. The Catholic School System educates over 25,000 students and employs over 3,000 teachers and support staff, supported by an Archdiocese Support Office. CACGEL is a registered charity with the Australian Charities and Not-for-profit Commission. The range of sites is diverse, with energy usage varying from modest domestic level usage at a presbytery to higher usage at larger schools. Given the historic nature of many Catholic sites, they are often made up of individual lots that are adjacent but may not be consolidated onto one title, and in some cases there may be two supply points coming into a larger site, with a need to separate metering between school and parish usage where possible. Some schools have installed solar over the past decade, and experience has shown that these installations are often affected by incorrect metering, unsuitable inverters, or incomplete connections. CACGEL schools are incrementally increasing in size in some areas and experiencing contracting enrolments in regional and country towns, and electrical demand across schools is often increasing due to installation of air conditioners and capital works or significant refurbishments requiring increased electrical capacity. CACGEL would be considered a large business energy account, subject to confirmation by the successful provider. Purpose CACGEL is seeking a collective and cost-effective agreement for its energy (electricity) needs across the full consortium of sites and facilities, and requires the services of an appropriately qualified and experienced electricity broker or consultant to assist in this process. Scope The scope includes two associated scopes of services: Sourcing of an electricity provider for the provision of electricity to all nominated CACGEL locations, including the associated agreement and execution of contract with the selected electricity provider Monthly account management of services provided and delivered by the selected electricity provider Sourcing Requirements An introduction and commencement workshop, and other associated planning activities, including analysis of historical data and usage of electricity An approach to market of suitable electricity providers Identification of available service and pricing solutions Listing of recommendations for identification of the most appropriate electricity provider Monthly Account Management Requirements Analysis of consumption and energy use across locations Bill validation of information presented in the monthly invoice of the electricity provider to ensure correct invoicing as per the contractual arrangements Development of various relevant consumption, energy and other account related reports Provision of any other related market insights, trends, changes or updates Provision of electronic data and relevant invoicing information in a format agreed to support the processing of invoice payment by CACGEL, and application of amounts across locations Where appropriate, undertaking relevant tariff reviews or other related service charges Provision of a portal-like system where CACGEL and individual schools can have login access and real-time availability of relevant electricity consumption, usage and other relevant information Nomination of a dedicated Account Manager as the point of contact for all aspects of the service provision, across both broker/consultant services and on behalf of the electricity provider, who will meet (virtually or otherwise) with CACGEL at agreed timeframes in relation to the ongoing management and provision of electricity Contractor Requirements Appropriately qualified and experienced as an electricity broker or consultant Contract Terms and Conditions Sourcing activities are required to be completed by 31 December 2026, including the associated agreement and execution of contract with the selected electricity provider Monthly account management services are to commence for a contract with the electricity provider from 1 January 2027 Instructions to Tenderers Questions regarding this opportunity must be submitted no later than 5pm Wednesday 29 July 2026.
