Computer Aided Dispatch System and E000 Telephony Application

Overview The Justice and Community Safety Directorate (ACT) is seeking information from suppliers offering implementation services for Emergency Triple Zero (E000) telephony, Computer Aided Dispatch (CAD), Direct Turnout System (DTS), and Information to Vehicle (ITV) solutions. Responses will help inform the Territory's understanding of market capabilities, emerging technologies, and future planning activities. Scope Supplier solutions are welcomed for any part or all of the required solution's functional requirement scope, as befits their service offering. The scope includes: Emergency 000 telephony services, including call handling, geofencing capabilities, call routing, operator headset, call recording, and voice operations for the ACT community on a 24 hours a day, 7 days a week, 365 days a year basis across the ACT Government Emergency Services Agency, including ACTAS, ACTF&R, ACTRFS and ACTSES Computer Aided Dispatch (CAD) application services, including replacement of an existing CAD including operator consoles, with the ability to create incident records, manage the geolocation of assets, and provide crew-to-vehicle and incident dispatch capabilities. ESA currently has two CAD systems for ACTF&R and ACTSES, and inter-CAD operability is required Turnout solution, including delivery or interoperability of a turnout system, currently known as the Direct Turnout System (DTS) in ACT Government, enabling a solution (or integration with the ESA ACT Government's current system) to ensure station alerts are made to the correct crew and they are notified of an incident Information to Vehicle (ITV) solution, including delivery or interoperability of a solution to dispatch information to vehicles, currently known as a mobile and data system (MDS) in ACT Government, enabling a solution to push live incident details (location, nature of job, instructions, updates) to vehicles once a job is created and dispatched. This solution shall be compatible with the existing Mobile Device Terminal hardware in vehicles, or vendors may propose their own mobile device approach as required Integrations and interoperability, including developing and supporting integrations as required between systems, including between ACT and NSW, with specific integrations outlined in the requirements in Attachment B Integrated reporting, including system, audit and monitoring, operational, and business intelligence solutions where they pertain to E000, CAD, DTS and ITV Support, patching and maintenance of the solution and its components, including implementation delivery of the solution and its ongoing support and maintenance, as well as any safe decommissioning of current systems without interruption to service Enquiries Contact: Tenders ACT Team (Enquiries) Phone: +61 (02) 62079000 Email: tendersact@act.gov.au
