Microsoft Cloud and Data Platform Specialist Services – Azure, Power Platform, Dynamics 365 and Fabric

Overview The Digital Transformation Agency (DTA) is seeking a supplier with demonstrated expertise in data architecture, ontology and taxonomy design, information modelling, Microsoft Power Platform, Dynamics 365, Azure data services and modern data engineering practices to support the next phase of the Integrated Data Platform (IDP). This phase will focus on the design and implementation of enterprise data models, ontologies and metadata structures, enhancement of the Power Pages customer portal, expansion of data collection and ingestion capabilities, and continued development of a trusted data ecosystem supporting the Digital and ICT Investment Oversight Framework. Scope The scope includes: Ontology, Taxonomy and Data Model Implementation Design, build and implement enterprise ontologies, taxonomies and metadata frameworks within the Integrated Data Platform Translate business concepts, investment data requirements and governance needs into practical, reusable data models and structures Develop and maintain conceptual, logical and physical data models that support data collection, ingestion, reporting and analytics use cases Configure and implement ontology-driven relationships, classifications and data standards across the platform to improve consistency, discoverability and interoperability Support the migration and alignment of existing data assets to the agreed enterprise information model Power Pages Portal Enhancement and Implementation Design, configure and implement enhancements to the Power Pages portal to support improved customer experience, data collection and workflow integration Develop user-centric portal capabilities, including dynamic forms, validation rules, guided experiences and role-based access controls Implement usability, accessibility and information architecture improvements that increase data quality and reduce reporting effort for customers Integrate the portal with Dynamics 365, Microsoft Fabric and supporting platform services Data Collection and Ingestion Design, build and implement data collection and ingestion services supporting government reporting requirements Develop ingestion frameworks, validation processes and automation capabilities to support structured, semi-structured and unstructured data sources Configure and maintain ingestion pipelines that support reliable, auditable and transparent movement of data into the platform Implement data quality, transformation and reconciliation processes to improve trust and confidence in collected data Data Platform and Fabric Engineering Design, build and maintain Microsoft Fabric capabilities supporting data ingestion, transformation, storage, analytics and reporting Implement lakehouse, warehouse and semantic modelling capabilities to support enterprise reporting and analysis Develop and maintain CI/CD pipelines, DevOps practices, source control and deployment automation supporting ongoing platform delivery Establish reusable data engineering patterns and integration approaches that support future onboarding activities and platform scalability Dynamics 365 and Business Applications Configure and enhance Dynamics 365 capabilities supporting stakeholder management, case management, investment tracking and data lineage Implement integrations between Dynamics 365, Power Pages and Microsoft Fabric to support end-to-end business processes and data flows Support the optimisation of data capture, workflow and reporting capabilities across the platform Enterprise Search and Data Discovery Implement metadata-driven search, catalogue and discovery capabilities that improve visibility and reuse of data assets Configure data ownership, stewardship and lineage capabilities to improve transparency and support effective information management Enhance navigation and discovery experiences to enable users to locate and understand relevant data assets more effectively Documentation and Knowledge Transfer Produce data models, architecture artefacts, ontology documentation and implementation guidance Develop operational procedures and technical documentation to support ongoing platform management and future enhancements Conduct knowledge transfer activities to ensure DTA personnel can maintain and extend delivered capabilities Contractor Requirements Demonstrated expertise in data architecture, ontology and taxonomy design, information modelling, Microsoft Power Platform, Dynamics 365, Azure data services and modern data engineering practices All personnel engaged under this arrangement must hold, at a minimum, a Baseline Security Clearance Contract Terms and Conditions The DTA will retain ownership and control of all hosting environments, infrastructure and licensing The volume of work under this engagement is variable, and the Agency reserves the right to adjust the number of hours engaged based on work on hand and operational priorities The Agency may increase or decrease hours as required with 5 business days' notice
