Open for submissionsSubmission deadline: 26 October 2026

About this tender

Overview The Department of Foreign Affairs and Trade, through the Strategic Health Infrastructure (SHI) Program implemented by Johnstaff International Development (JID), is seeking proposals from suitably qualified Health, Safety and Environment (HSE) Consultants to provide independent HSE advisory, assurance and support services for two projects: the redevelopment of the GWARE Building at ANGAU Memorial Hospital in Lae, and the construction of staff housing at Daru General Hospital in Daru, Papua New Guinea. About The SHI Program is an Australian Government program funded under the Papua New Guinea Australia (PNGAus) Partnership. The program aims to design and deliver high-quality, resilient, and universally accessible health infrastructure projects with a significant focus on gender equality, disability and social inclusion, and adherence to Australia's safeguarding policies and development effectiveness guidelines. The program's infrastructure will incorporate sustainability and resiliency design elements to mitigate climate change forecasts and disaster risk outlooks. The SHI Program is working to improve health care services in two priority locations. In Lae, Morobe Province, the project will design and refurbish the GWARE building at ANGAU Memorial Provincial Hospital. In Daru, Western Province, the project will provide safe, secure and accessible accommodation for health workers and Provincial Health Authority staff with new Daru Hospital staff housing. Purpose The lack of appropriate health facilities and safe, secure and accessible housing for health staff are significant challenges for PNG, particularly in regional and remote areas where 85 per cent of the population live. The current conditions and locations of healthcare infrastructure can compromise patient safety, reduce the quality of services and discourage health professionals from taking up essential roles. Health facilities need to be redeveloped and upgraded to ensure communities can access quality health services delivered by qualified health practitioners. Scope The engagement will support delivery of approximately 5,000m² of refurbished clinical and administrative accommodation within the GWARE Building and 22 staff housing dwellings and associated facilities in Daru. The scope includes: Development of SHI's HSE Management Framework Review of contractor HSE, environmental, emergency response and traffic management documentation prior to mobilisation Monthly site inspections, audits and compliance reviews Preparation of monthly HSE reports, dashboards and action registers Facilitation of quarterly HSE performance reviews with SHI management Incident investigation and root cause analysis support, as required Ongoing independent HSE advisory, assurance and monitoring services across both projects, including safety performance reporting (including TRIFR and LTIFR reporting), risk management support and contractor compliance monitoring Information Requested Tenderers must submit a completed RFP response comprising a Technical Submission and a Financial Submission. Technical Submission Company profile and relevant experience Details of comparable projects and client references Proposed methodology and approach to delivering the services Proposed team structure, key personnel and relevant CVs Confirmation of ability to deliver services in Papua New Guinea, including site attendance requirements Financial Submission Completed pricing schedule in accordance with the RFP Lump sum fees for the GWARE and Daru projects Schedule of rates for provisional sum services Confirmation of nominated payment currency (AUD or PGK) All travel, accommodation, logistics and incidental costs associated with service delivery Submission Requirements Complete and submit all Part 2 Returnable Schedules Provide evidence of relevant qualifications, licences and insurances Instructions to Tenderers Potential tenderers should register their interest by emailing tender@png-shi.org to obtain a copy of the RFP package.
