About this tender
This Tender is invited by the Issuer. Requirements The Department of Foreign Affairs and Trade’s (DFAT) Post Deployment and Infrastructure section (PDX) is responsible for delivering ICT infrastructure projects both domestically and overseas utilising a blended team of qualified skilled personnel. The team’s function encompasses the establishment of new Posts, relocations, and refurbishments as part of supporting DFAT’s mission in furthering Australia’s national interest and whole of Government direction. The work involves installation of structured cabling systems, ICT infrastructure and equipment, configuration and completing of construction tasks. This includes all ICT components to Australian Embassies, Posts and State/Territory Officers from the initial stages of design, construction through to ICT fit out and handover to operations. Projects can range in scale and complexity from a large and complex ICT Fitout such as the Australian Embassy in Washington DC, USA, a Medium sized embassy such as that in Bengaluru, India to a Small sized embassy in Bern, Switzerland. These projects can span from weeks, months and up to several years. With a significant program of work scheduled for the foreseeable future, the team requires resources to complement its existing technical and project staff, to carry out ICT infrastructure projects. The Barton Campus Program is one of DFAT’s most significant property infrastructure undertaking consisting of two major projects that are underway to consolidate DFAT’s workforce onto a single Barton Campus. The overall high-level timeline for the Barton Campus Program activities will be commencing from Q2 2027 through to 2032. Both projects are in the final stages of design. Building 1: The 19 National Circuit, Barton will accommodate approximately 1,500 staff and support the transition from expiring leases at 44 Sydney Avenue, 255 London Circuit and 51 Allara Street. ICT installations and decommissioning are scheduled to start from 2027 through to the end of 2028. Building 2: The National Security Office Precinct (NSOP) at York Park in Barton will accommodate approximately 2,600 DFAT staff and could include additional workstations for Partner Agencies. ICT installations and decommissioning are scheduled to start from 2028 through to the end of 2031. Other Domestic projects: State Offices/ Australian Passport Offices: Resources and services may be required at relevant State or Australian Passport offices interstate to deliver the ICT outcomes against approved projects. The skill sets required include but are not limited to the list below. DFAT may require other skill sets identified under the Rate Card, over the term of any resulting contract, to support delivery of the projects. Technical Program Management Senior Technical Project Management Technical Delivery/ Logistics Project Manager Technical Project Management Requirements Definition Management Electricians and Open Licensed Cabler System Installation and ACMA Cabler Technical Drafting Officer Project Scheduler Satellite/ RF Technicians or Engineers Finance and Resource Coordinator Project Support Officer While these projects are in the delivery phase, travel to a domestic and overseas site will be required to identify any issues with construction, logistics and ICT risks. Each project will be led by a DFAT Team Leader, whom will be responsible for identifying the required Team Members and skill sets as well as leading the delivery team to complete the ICT fit out. The Team Leader is a DFAT assigned role that is not expected to be provided by the seller in this RFQ. The Seller’s resources will augment a team who specialise in this type of ICT/construction projects. The Seller will provide additional resources when a surge is required, with prior DFAT written approval. This will also include withdrawing positions where there is a period of time between project completion and commencement of a new project.
