About this tender

Overview The Australian Maritime Safety Authority (AMSA) is seeking a suitably qualified provider to deliver AtoN Technical Support Services in accordance with the Statement of Requirements and the Draft Contract. About AMSA is responsible for providing an effective system of marine Aids to Navigation (AtoN) to the commercial shipping industry that meets the standards set by the International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA). The AtoN Network administered by AMSA consists of approximately 485 aids to navigation located at approximately 360 sites around Australia's coastline, assisting mariners to make safe and efficient passages. The AtoN and associated equipment comprise a variety of structures and systems across the AtoN Network that are required to be maintained throughout their useful life. AMSA maintains the AtoN Network through seven separate regional contracts, supported by a centralised technical support contract. The regional contracts do not form part of this procurement. Scope The scope includes: Provision of remote technical support for the AtoN Network Triage and investigation of all AtoN Fault and Failures Provision of logistics services Undertaking planned Essential Maintenance Activities under a fixed price arrangement Delivery of additional services and Asset and Spare Part replenishment, reimbursed in accordance with the Draft Contract and Statement of Requirements Eligibility The Tenderer must, at the time of submitting its Tender, satisfy each of the following conditions for participation: The Tenderer must hold an Australian Company Number (ACN) and/or an Australian Business Number (ABN) or an Australian Registered Body Number (ARBN) The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for its entity type The Tenderer holds all Valid and Satisfactory Statements of Tax Record required for the entity type of any first tier subcontractor that it proposes, as part of its response, to engage to deliver goods or services as part of a contract resulting from a procurement with an estimated value of $4 million or more (GST inclusive) Contract Terms and Conditions The Contract is expected to be executed by 1 February 2027 The Contractor will be required to deliver Transition Services prior to Contract Commencement on 1 July 2027 The Contract will include an initial term of five (5) years with the option to extend for up to four (4) years (two (2) years, plus one (1) year, plus one (1) year) Instructions to Tenderers The tender documents, including the Statement of Requirements and Draft Contract, are attached on AusTender under 'Go to ATM documents'. AMSA will host an Information Package for Tenderers in a secure online directory using Secure File Transfer Protocol (SFTP). Access to download information in the SFTP directory will only be provided to Tenderers following their request for access to AMSA, via email, to the Authorised Contact at contracts-enquiries@amsa.gov.au. A reply email will initially provide the Tenderer with an ATM Tender Information Package Deed of Confidentiality, which must be completed and returned prior to receiving access and instructions for the SFTP directory.
