Concept and Detailed Design of Fourth Avenue Upgrade Between Bringelly Road and Gurner Avenue

Overview Liverpool City Council (Council) is inviting suitably qualified and experienced tenderers to submit a Request for Tender (RFT) response for the engagement of a lead engineering consultant to undertake the concept and detailed design of the Fourth Avenue upgrade between Bringelly Road and Gurner Avenue in the Austral Leppington North precinct. About Fourth Avenue is an existing north-south two-lane rural road within the Austral Leppington North (ALN) precinct, in Sydney's South-West Growth Area. It connects Bringelly Road, an existing recently upgraded classified road, Fifteenth Avenue, a future principal arterial road, and Gurner Avenue. The indicative Layout Plan (Figure 1) for the ALN Release Area identifies Fourth Avenue as one of three north-south collector roads in the release area, in addition to a north-south transit boulevard (Edmondson Avenue). As part of urban development of the release area, which is currently underway, Fourth Avenue is planned to be reconstructed to a configuration capable of being a four-lane urban standard road, permitting four traffic lanes (two traffic lanes, or a single traffic lane and parking lane, in each direction). Parking lanes are to be converted to traffic lanes in future if required, subject to increasing traffic demands. The road upgrade includes a series of new signalised and unsignalised intersections, roundabouts, and upgrades to existing intersection arrangements, along with bicycle path facilities, pedestrian pathways, landscaping, street lighting, and public domain furniture. The corridor crosses several creeks and drainage channels, including Bonds Creek and tributaries of Kemps Creek, and passes through a mix of low density residential, public recreation, and environmental conservation land uses. The road corridor is generally planned to be approximately 20m wide, with the upgrade planned from Bringelly Road to Gurner Avenue over a length of approximately 4km. Council has completed a strategic concept design of Fourth Avenue from Bringelly Road to Gurner Avenue based on desktop analysis and aerial imagery, without survey. Scope The scope includes: Project management of the design engagement Engagement and management of all necessary technical specialist sub-consultants required to deliver the project Undertaking the concept design and necessary service investigations Managing the planning and design of any utilities (electricity, water, sewer, gas, telecommunications, etc.) investigation and relocation Undertaking the detailed design and organising necessary investigations and approvals Arranging a detailed survey of Fourth Avenue, any local roads, and public recreation areas within the project limit Preparing the final business case, including cost estimate and cost benefit analysis Preparing final design drawings and model deliverables Reporting progress of all activities against the agreed program of works on a fortnightly basis The design must be prepared in accordance with the Western Sydney Street Design Guideline (Western Sydney Planning Partnership), Australian Standards, Austroads and TfNSW Road Design Guidelines, and must have reference to Council's current design specification, the Liverpool Local Strategic Planning Statement, the Liverpool Growth Centre precincts DCP (including the ILP), the Uniform Engineering Design Manual, and other relevant design guidelines from Council and TfNSW.
