Deliver high-quality foundational and vocational training programs that enhance inmate rehabilitation through education, skills development, and opportunity. Project goals CSNSW expects the delivery of the Programs to achieve the following outcomes/goals: Support NSW Government priorities and outcomes, particularly in relation to good governance and accountability, job creation and industry development, and the provision of foundation skills. Ensure Programs are made available and delivered to all inmates who indicate a willingness to participate, providing opportunities to attain industry‑aligned vocational qualifications. Support CSNSW’s rehabilitative framework by contributing to improved post‑release employment outcomes and enhanced community safety. Contribute to CSNSW’s statutory obligation to provide programs and services aimed at reducing reoffending. Deliver Programs in a cost‑effective manner that achieves the greatest value for money. Pathways to those who obtain qualifications and maintain a high-performance record to be permitted to participate in work release programs and apply for permanent post-release work opportunities with participating employers. Inmates who successfully complete the regulatory courses progress to attain workplace accreditation and qualifications. The foundation skills and vocational training will assist the individuals in obtaining employment within the community following their post release date. Scope The objective of this opportunity is to engage suitably qualified Service Providers to deliver foundation skills and vocational education and training programs to eligible inmates who elect to participate. Providers must demonstrate the necessary resources, capability, and experience to deliver services that: Comply with the Vocational Education and Training (VET) Quality Framework, as regulated by the Australian Skills Quality Authority (ASQA), and align with the Australian Qualifications Framework (AQF). Are delivered in a manner that is responsive to the diverse learning needs of specialised cohorts, including Aboriginal and Torres Strait Islander inmates, culturally and linguistically diverse (CALD) inmates, and inmates with disabilities. Support the development of transferable skills to enhance post-release employment opportunities for inmates across a range of ability levels. Include foundation skills programs to improve language, literacy, and numeracy outcomes. Provide access to relevant regulatory and accredited training (e.g. first aid, food safety, forklift operation, and tractor driving), as well as vocational training streams such as agriculture (including dairy production), catering, printing, plumbing, cleaning, laundry operations, packing and assembly, and grounds maintenance. Are structured to accommodate varying levels of competency, prior experience, and learning progression pathways.
