About this tender

Overview The Council of the City of Sydney ("the City") invites tenders for the carrying out of Environmental Consultancy Services in accordance with this Request for Tender (RFT). About The City's parks and open space network of over 218 hectares is one of the City's most important social, economic and environmental assets. The network caters for a wide range of passive and recreational activities, with the City dedicated to providing equitable access to all parks. Purpose The City is responsible for ensuring that water, soil, and air quality in the parks and open spaces under its management is of an appropriate quality for its intended use. It has an obligation to meet its environmental responsibilities, comply with regulatory requirements, and ensure the safety of all users of parks and reserves in its care and control through identifying and effectively managing risks. Scope Key services to be delivered under this multi-lot tender include: Work Lot 1 Surface water monitoring and reporting Extracted groundwater monitoring and reporting Harvested stormwater monitoring and reporting Contaminated land environmental management plan park inspections and reporting Work Lot 2 Landfill gas monitoring and reporting Landfill gas vent monitoring and reporting Contractor Requirements Tenderers must demonstrate that they have the capacity and resources to deliver the program they are tendering for, including where they intend to use subcontractors Contract Terms and Conditions Initial contract term of three (3) years Two options to extend for a further two (2) years each, at the City's discretion and subject to satisfactory performance Total possible contract length of seven (7) years The City intends to commence the Contract by 1 March 2027 Instructions to Tenderers Tenderers must nominate Work Lot 1, Work Lot 2, or both Work Lot 1 and 2, in Part C, RFT Returnable Forms, Schedule A: Registration of Tender. The City reserves the right to select one supplier per Work Lot or one supplier for both Work Lots. Tenderers should download all documentation and keep abreast of this RFT. As the City of Sydney cannot negotiate under the Local Government Act, any questions or uncertainties must be submitted within the question closing time specified per forum. Proposed contract amendments must be raised with the procurement representative within the timeframe specified in the RFT documentation. The City encourages Aboriginal and Torres Strait Islander owned businesses, First Nations People businesses, local SMEs, start-ups, and social enterprises (including cooperatives) to respond to this opportunity. Submission instructions: Pricing must be submitted in the Pricing Only Tender Box Non-pricing information must be submitted in the Non Pricing Only Tender Box Pricing and non-pricing information must not be submitted together in any submission document, as the evaluation panel reviews non-pricing submissions first without view of pricing; tenderers may be contacted to resolve non-compliance with this instruction Tenderers must submit their response in the manner required by this RFT.
