Overview Richmond Valley Council is seeking expressions of interest from suitably qualified and experienced Respondents for the construction of the Evans Head Sewage Treatment Plant (STP) Stage 2 Upgrade. Purpose The Stage 2 upgrade is being undertaken to improve operational performance, increase treatment capacity and ensure long-term reliability of the asset. The project is intended to increase treatment capacity, improve operational reliability and support long-term wastewater servicing requirements for the Evans Head catchment. Scope The scope includes: Upgrade and expansion of the existing Evans Head STP from approximately 5,500 Equivalent Persons (EP) to approximately 11,000 EP Delivery of works within the existing operational STP site, including planning, staging and temporary works Cutover management and commissioning, coordinated with Council operations staff to maintain treatment continuity throughout delivery Construction, installation and commissioning of new and upgraded treatment infrastructure Construction, installation and commissioning of sludge handling, disinfection and chemical dosing assets Construction, installation and commissioning of odour control assets Construction, installation and commissioning of electrical, instrumentation and control system assets The detailed construction scope is described further in the Volume 2 Specification and the supporting EOI documents. Contractor Requirements Respondents must be suitably qualified and experienced in the construction of wastewater treatment infrastructure Respondents are required to review the EOI documents in full and provide a response that demonstrates their capability, capacity and understanding of the project requirements, including the constraints associated with delivering major construction works within an operational wastewater treatment facility Tender Briefing A MANDATORY briefing will be held for this opportunity. Date: Tuesday 18 August 2026 Time: 10:00am AEST Attendance: Mandatory Instructions to Tenderers This procurement process will comprise two stages: Stage 1: Expression of Interest An invitation for expressions of interest. Submissions received in this stage will be assessed against the Evaluation Criteria in the EOI, and Successful Respondents (if any) will be invited to participate in the RFT process. Stage 2: RFT A request for tender process where Successful Respondents from the EOI process may be invited to submit a tender for the Contract. The RFT will specifically detail Council's specification and scope of work and will include the conditions of contract and pricing requirements.
