About this tender

This Tender is invited by the Issuer. The Commission is seeking information about flexible, user-friendly learning management systems (LMS) to host online learning and resources. The preferred solution will host a suite of SCORM learning modules, pdf documents, videos and URLs to external sites and videos. It will also provide event management functions to enable live workshops and learning experiences for our audience. We provide free access to Alis for registered providers of aged care services and associated providers, their workers and responsible people. These groups complete a registration request form that is signposted and accessed from the Alis homepage. Our team verifies their status against our internal databases. Once verified, our team sets up an organisation account on Alis for them and assigns a provider manager. Any staff added to this account has free access to content. Businesses and individuals that aren’t government-funded need to purchase licences before they can access Alis. Paid businesses are asked to provide our team with their organisation’s details, and we set up their business account on Alis. They then purchase licences (valid for 12 months) for their staff to use on the platform. These licences are transferable – if a staff member leaves or no longer requires access, they can assign the licence to another staff member. This needs to be signposted and card payment managed within the platform. Costs for access depend on the number of licences being purchased. An individual needs to be prompted to pay by card before access to content is provided on Alis. Our current system hosts around 160,000 users from thousands of aged care service providers and stakeholders. It also has remote content sharing features, and we share our SCORM with hundreds of providers to use in their own LMS. We can access completion data for SCORM shared with aged care providers from our LMS. We report on content completion, trends and user patterns to government areas and officials. Reporting data needs to be accurate and quick to source via the platform or an API. We expect platform user numbers, remote content sharing users to continue and the volume of hosted content to continue to grow. To support this, we seek detailed information about solutions that can do, or have, the following: User-friendly and intuitive with customisable user interfaces for platform learners, managers and administrators to perform everyday tasks. New users must be able to navigate the platform without external written instructions or technical support. User-friendly, customisable content hosting options with the ability to group different resource types under programs and courses. Comprehensive searchability features that make finding the right content easy for users and managers, including filtering and tagging and search bar fuzzy matching capabilities. Customisable communication processes and channels for tailored messages to reach the right (groups of) people at the right time. Intuitive and customizable administrative hierarchies that can accommodate the business needs of the largest service providers. Integrated event management with full eCommerce functionality, including processing payments and refunds. We also request information about: Sharing/exporting SCORM/xAPI files (and other learning content if possible) with other LMS while still allowing us to track completion rates and other data for our reporting purposes. Advanced reporting functionality with xAPI, such as course drop-out rates, completion time or question answer rates. Social learning features, including related reporting and trend identification. Integration with external communications channels including Microsoft Teams. The users and their needs The LMS will be used by frontline aged care staff, managers and other sector stakeholders for professional development, as well aged care service administrators and Commission staff facilitating the learning process. See Attachment A User groups and hierarchies and Attachment B solution requirements for detailed information about our user groups and their needs and how these translate to platform capabilities. The solution must support learners with: A highly intuitive user interface, allowing users with low digital literacy to log in easily, navigate the system, access content, view progress, change passwords and edit their profile without the need for written instructions or external help and support. Access to a wide variety of education resources including embedded events management capabilities, SCORM, PDF documents, videos, and URLs to external sites. The solution must support provider managers with: Capabilities to effectively manage their learners within their organisational hierarchies and to effectively support them with administrative functions (add and remove from cohort, update their email addresses and passwords, communicate with them in the platform). Easy-to-find content and intuitive processes to assign content to users and to view progress through, and completion of, programs and courses. Report generation that pulls data on content completion and groups of/individual user completions. The solution must support Commission administrators with: Customizable learning pathways and the ability to group different resource types together under a program or course. A range of reporting options focused on both content progression and completion and user behaviour. These must be accurate across time and accessible directly from the platform or an API integration. Flexible ways to communicate with users and managers (as separate groups), including accessible ‘news’ sections, customisable emails and other communication channels. User-friendly ways to manage aged care service hierarchies, including appropriate administrator and manager rights for various roles. Access to supplier help and support team to provide ongoing technical support as required and as business requirements change. Information about the provider’s strategic development and timely updates on real and potential service interruptions including incident reports.
