About this tender

Overview The Riverina and Murray Joint Organisation (RAMJO) is seeking expressions of interest from a provider to deliver a Business Market Facilitator role, funded through the NSW EPA Bin Trim and Circular Networks funding program. About The Circular Connect online platform launched in August 2026, providing a network for manufacturing businesses to reuse, resell and remanufacture waste materials. The network is supported by Bin Trim assessments delivered by a dedicated assessor through the same funding program. Circular Connect includes an online Materials Mapping Portal that identifies potential waste and resource streams for businesses across the RAMJO region. The data within the portal is predictive based on modelling, although businesses can update their information to improve their confidence ratings. The portal guides users through pathways of either looking for feedstock of materials to use as inputs, or looking for takers or recycling pathways of particular materials. The network also facilitates in-person and online events, promoted through the Circular Connect website, email subscriptions and other communication channels. Funding for this project concludes in June 2027. An evaluation of the initiative, including business engagement outcomes, will inform whether the Business Market Facilitator approach can continue through an alternative funding source beyond June 2027. Purpose The Business Market Facilitator will identify and facilitate opportunities for businesses across the RAMJO region to exchange resources, reuse materials and divert waste from landfill. This EOI seeks to engage a provider to develop and trial a methodology for identifying and facilitating material exchanges and industrial symbiosis across three priority material streams, connecting businesses, industries and potential end markets to establish viable resource recovery pathways and identify barriers and opportunities for future material exchanges. Scope The scope includes: Using information from the Materials Mapping Portal to identify opportunities for businesses to divert materials or source alternative materials Engaging directly with businesses to identify feasible resource recovery pathways Presenting at Circular Connect events Facilitating connections between businesses, councils and industry to identify opportunities for material exchanges and resource recovery Delivering targeted communication and promotional activities to raise awareness and encourage use of the Circular Connect Materials Mapping Portal Identifying opportunities for cross-border resource exchanges where applicable Developing and trialling a methodology for identifying and facilitating material exchanges and industrial symbiosis across three priority material streams Developing business cases for three material streams, supporting circular material flows and waste diversion from landfill Deliverables Increased business participation, engagement and awareness with Circular Connect and the Materials Mapping Portal across the RAMJO region, measured by participation and/or sign-up of 20 key businesses and attendance at two events A methodology to facilitate connections between businesses to enable material exchanges, resource recovery and/or industrial symbiosis, measured by a final recommendation report Business cases for three material streams supporting circular material flows and waste diversion from landfill, measured by three written business cases Councils covered Murray: AlburyCity, Berrigan, Edward River, Federation and Murray River Riverina: Griffith, Hay, Leeton, Narrandera and Murrumbidgee South-west border: Balranald and Wentworth Contract Terms and Conditions Project time frame: December 2026 to 15 June 2027 Funding for this project concludes in June 2027 A project inception meeting is planned for the week of 7 December 2026, after award

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
