About this tender
Overview Transport for NSW is seeking a contractor, or contractors, to undertake the routine, reactive and ordered maintenance of fire systems across the Northern NSW Tunnels (Package 1) and the Coffs Harbour Tunnels (Package 2). The two contract packages are separable and are based on geographical location. Scope The scope includes: Routine, reactive and ordered maintenance of fire systems at St Helena Tunnels near Byron Bay, constructed as part of the Tintenbar to Ewingsdale Pacific Highway Upgrade Project and opened to traffic in December 2015 (Package 1) Routine, reactive and ordered maintenance of fire systems at Tugun Bypass Tunnel in Tweed Heads West, under the Gold Coast Airport, constructed as part of the Tugun Bypass and opened to traffic in June 2008 (Package 1) Routine, reactive and ordered maintenance of fire systems at Cudgen Road Tunnel in Duranbah, constructed as part of the Yelgun and Chinderah Pacific Highway Upgrade Project and opened in 2002 (Package 1) Routine, reactive and ordered maintenance of fire systems at the Coffs Harbour Bypass tunnels, comprising Roberts Hill Tunnel, Shephards Lane Tunnel and Gatelys Road Tunnel, expected to open to traffic in December 2026 as part of the Coffs Harbour Bypass Project (Package 2) Maintenance activities carried out in accordance with the relevant Australian Standards, including AS 1851-2012, the Transport for NSW Code of Maintenance Specifications (COMS), and applicable TfNSW specifications Each Package may be awarded to one or more contractors based on the outcomes of submission evaluation. Pay items within each package are not separable. Contractor Requirements Vendors must be registered under the FPAA fire protection accreditation scheme at the date of closing of tenders Compliance with the relevant Australian Standards, including AS 1851-2012, the Transport for NSW Code of Maintenance Specifications (COMS), and applicable TfNSW specifications Compliance with the Transport Statement of Business Ethics throughout the procurement process and any subsequent contract period Compliance with the NSW Government Procurement Policy Framework, the NSW Government Supplier Code of Conduct, and the New South Wales Industrial Relations Guidelines: Building and Construction Procurement Contract Terms and Conditions Contract term of 3 years, with two 1-year extension options, for a maximum term of 5 years Each Package can be awarded to one or more contractors based on the outcomes of submission evaluation Pay items within each package are not separable Tender Briefing and Site Inspection Two mandatory on-site pre-tender meetings will be held, and attendance at both is mandatory to submit a conforming tender. Northern Tunnels meeting: 10:00 am, 27 August 2026, at 2 Sussyer Ave, Tweed Heads West NSW 2485 Coffs Harbour Tunnels meeting: 1:00 pm, 24 August 2026, at Coffs Harbour Bypass Project Office, 182 North Boambee Road, North Boambee Valley NSW 2450 Attendance at each on-site pre-tender meeting and site inspection must be confirmed by COB, Friday 21 August 2026, by emailing attendee details to michael.buchanan2@transport.nsw.gov.au with the subject line "Pre-Tender On-site Meeting attendance confirmation 26.0000129384.0583."
