Permanent Capping of Landfill Cells 1, 2A and 2B - Detailed Design

Overview Lismore City Council is seeking a consultant to prepare a Detailed Design for the permanent capping of landfill Cells 1, 2A and 2B at the Lismore Recycling and Recovery Centre (LRRC). About Council has developed a Concept Design for the Cell 1 permanent capping works (SMEC, 2026), which is provided as the Reference Design for this engagement. A separate geotechnical assessment has also been prepared for Cell 2B (CMQ, 2025). This assessment is more limited in scope but is to be considered by the Consultant as part of the Reference Design and incorporated into the Detailed Design where relevant. Purpose The Detailed Design is required to support long-term landfill closure, environmental protection and compliance with NSW EPA requirements. Scope The works are intended to be delivered in two stages and two packages, comprising Cell 1 and Cell 2A capping works (Package 1) and Cell 2B capping works (Package 2). The Detailed Design under this engagement must address both stages and packages and define the required interface between them. The scope includes: Detailed site investigation, design development, value management optimisation and Detailed Design for Cells 1, 2A and 2B Preparation of a Detailed Design for Package 1 (Cell 1 and Cell 2A, 2A being partial to the maximum extent possible, capping works, anticipated construction in 2027) and Package 2 (Cell 2A uncapped/interface portion and Cell 2B capping works, anticipated construction in 2034), with each package documented separately, including drawings, technical specifications, bill of quantities, supporting reports and other required design documentation Definition of the interface between Package 1 and Package 2, including limits of work, tie-in requirements, staging assumptions and any design constraints that must be preserved for future works Preparation of an operational filling model for Cell 2A and Cell 2B to guide ongoing filling operations and ensure compatibility with the future capping design The Services are structured as follows: Scope Item 1 – Project Management Scope Item 2 – Existing Information Review Scope Item 3 – Geotechnical Investigations and Assessment Scope Item 4 – Design Development and Value Management Optimisation Scope Item 5 – Construction Hazard Assessment Implication Review (CHAIR) and Safety in Design and Construction Staging Scope Item 6 – Detailed Design – 70%, 90% and 100% IFC Gates Scope Item 7 – Construction Quality Assurance (CQA) Framework Scope Item 8 – Waste Exhumation Management Plan Scope Item 9 – Cell 2A and 2B Future Interface and Operational Filling Model
