Overview The NSW Aboriginal Housing Office (AHO) intends to procure scoping and Contract Administrator services across 720 properties located in the Murdi Paaki region. Scope The scope includes: Provision of scoping services across 720 properties in the Murdi Paaki region, divided into three lots covering the eastern, central and western areas Conducting scoping across approximately 20 properties in each contract area at a time, with properties scoped no longer than 6 months prior to the anticipated start date for repair and maintenance activities Conducting thorough inspections of all accessible areas of properties, including roof, sub-floor, interior and exterior, during initial, 50% interim and handover inspections Inspection Stages Initial Scoping Inspection: completing a comprehensive assessment of property condition, identifying required repair and maintenance works, and preparing and submitting a detailed scope of works and supporting documentation Scope Validation Inspection: validating the scope on-site with the Builder, Housing Provider, Tenant, Scoper and AHO present Interim Inspection (approximately 50% completion): reviewing work progress against the approved scope, identifying defects, omissions, variations or emerging issues, and providing recommendations and reports to the AHO and contractor Pre-Handover Inspection: conducting a quality inspection to confirm works are complete and meet required quality standards, confirming the quantity and quality of works are satisfactory before handover, and arranging necessary appointments with stakeholders to facilitate handover, to be conducted at a minimum of 5 working days prior to handover and not on the day of handover Handover Inspection: verifying all approved works have been completed to the required standard, identifying outstanding defects or incomplete works, and confirming readiness for handover and occupancy requirements Further scope activities include: Liaising professionally with tenants, Housing Providers, Local Aboriginal Land Councils, contractors and AHO representatives to facilitate inspections and program delivery Preparing detailed, itemised scopes of works suitable for pricing and delivery by contractors, developed based on the approved AHO Schedule of Rates Identifying health and safety risks Preparing detailed floor plans and accurately recording property information Taking photos of the property during scoping, interim and handover inspections Development and distribution of property handover packs Attending fortnightly contractor meetings, including provision of a Scoper's report Attending monthly project control group meetings in person in community Attending quarterly meetings with all scopers to discuss trends and outcomes across the Murdi Paaki region Providing regular progress reports, risk updates and program delivery information as requested by the AHO Contract Administrator Responsibilities Assessment and review of contractor variation requests Review and verification of contractor claims and invoices prior to payment approval Contractor Requirements All services must be delivered in accordance with AHO requirements, relevant Australian Standards, applicable legislation, and industry best practice Instructions to Tenderers The AHO reserves the right to award the Lots to a single supplier or distribute them across multiple suppliers, depending on supplier availability and the outcome of the evaluation process.
