About this tender

Overview This notice provides updated information regarding the current status of SPACE 9102 Line of Effort 2, Narrowband Satellite Communications (SPA9102 LOE2), issued by the Department of Defence. Potential tenderers and other interested parties should register interest in participating in any future Request for Tender (RFT) process relating to the project. Purpose Potential tenderers should note that whilst First Pass Government Approval has been obtained by the project, no other Australian Government Approvals have been obtained. Defence intends to seek Second Pass Government Approval from the Australian Government. Unless and until all necessary Australian Government Approvals are obtained, the project may or may not proceed and is subject to change. There are no commitments that any Australian Government Approvals in relation to the project will be obtained, or if such Australian Government Approvals are obtained, within any particular timeframe. Scope The project will deliver: Space Segment: an Australian Defence Force (ADF) owned geostationary spacecraft incorporating a UHF satellite communications payload, with a nominal design life of 10 years, that interoperates with existing Defence in-service UHF radios and provides cross-banding to contractor-provided wideband communications infrastructure to enable Defence narrowband communications and strategic reach-back services Support Services: contractor-delivered services required to operate and sustain the capability, including spacecraft operations; telemetry, tracking and commanding (TT&C) through contractor-provided ground infrastructure interfaced with Defence networks for strategic reach-back services; the provision of payload control, payload monitoring and spectrum monitoring capability to ADF SATCOM Operations; and ongoing sustainment under an availability-based service framework Instructions to Tenderers Potential tenderers and other interested parties should register interest in participating in any future RFT process relating to the project. It will be a requirement of any future RFT that tenderers execute a Non-Disclosure Agreement (NDA) prior to receiving all documents for the RFT. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
