About this tender

Overview The Central NSW Joint Organisation (CNSWJO) invites suitably qualified and experienced provider/s to submit a tender for the Supply and Delivery of Bitumen Emulsion, in accordance with the conditions set out in the RFT. Scope Supply and delivery of bitumen emulsion Contract Terms and Conditions Contract period of 2 (two) years, with an optional 1 (one) year extension available Contract estimated to commence November to December 2026 Instructions to Tenderers Tenderers should read the questions carefully and ensure all requested documentation is attached. All responses must be input into the designated response areas within the online form. Tenders submitted as one PDF rather than in the designated boxes may not be accepted. Attachments are permitted for most questions. Any questions in relation to the RFT are to be made in writing through the portal. Tenderers should be aware that any question requesting information relating to the contents of the RFT (as opposed to functionality of the e-procurement portal) will be responded to publicly through the portal to ensure all respondents are provided with the same information. Tenderers should allow sufficient time to upload their submission to the eTendering portal prior to the closing time and date. Submissions are to be made via the electronic tender box process; tenderers should check the tender documents for the required submission process. All files must be uploaded to the eTendering portal prior to the closing time, as the portal closes automatically at that time and file transfers still in progress at the exact closing time will not be accepted, with no automatic "successful submission" notice provided. If files exceed 10MB in total, or are being transferred from within a corporate network, tenderers should confirm with their network administrator or IT staff that internal file size restrictions will not prevent upload to the eProcure servers. Tenderers are advised not to leave submission to the last minute and should begin file transfer at least 1 hour prior to the closing time.

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
