Overview Arafura Rare Earths Pty Ltd is seeking a supplier for the design, supply, Quality Assurance and Quality Control (QA/QC), and shipment of equipment for the PE078 Power Management System package for the Nolans Project in the Northern Territory. About Arafura Rare Earths Limited is an Australian, ASX-listed company (ASX:ARU) focused on the responsible future production of the rare earths elements Neodymium and Praseodymium (NdPr) and heavy rare earths from its Nolans Project in the Northern Territory. The Nolans Project, 135 kilometres north of Alice Springs, is a fully permitted, construction-ready, single site ore-to-oxide project with an anticipated mine life of 38 years. As a fully integrated operation, Nolans will encompass a mine, process plant (comprising beneficiation, extraction and separation plants) and related infrastructure. The Project is strategically located in the Northern Territory and is recognised as a globally significant and strategic NdPr project which, once developed, will become a major supplier of these critical minerals to the high-performance NdFeB permanent magnet market. The Nolans Project has made strong progress during the first half of FY2026 and remains on track towards a Final Investment Decision (FID), subject to completion of funding and offtake arrangements. Hatch has been appointed as EPCM contractor for the Nolans Project. Arafura is transitioning execution management of the Project to Hatch, and as the execution plan and procurement packaging are finalised, Hatch will be the primary contact for procurement and contracting engagement. Scope The Works include the design, supply, QA/QC and shipment of the equipment for the PE078 Power Management System package. The Works include the supply of all items within the battery limits required for a fully functioning Power Management System (PMS) and associated equipment that meet the duty specified in the Datasheet (to be shared later with Bid documents). The Supplier shall include in the scope of work all items, accessories and services that are usual or necessary to complete the work and achieve the specified performance, but which may not have been specifically mentioned in the package description. The Works include procurement of parts, materials, fabrication, painting and protective coating and testing. The scope includes supply of the PMS, comprising: Load Shedding Controller (LSC) Remote Switching HMI panels Power Management System (PMS) SCADA PMS Simulator for application software verification, testing, and operator training Enclosures and mounting accessories for the PMS, as required to meet the required IP rating, as specified in Power Management System Technical Specification (NRE-0000E-SPC-E-0015) All software needed to configure and monitor the PMS and its respective components Networks, gateways, consoles, fibre optic converters, GPS time clock, Ethernet Switches, and patch panel cabinets All PMS communication hardware, software, licences, and configuration services required to interface with the PCS, PSCS, LSC, SCADA, Historian, protection IEDs, Remote Switching Panels, operator workstations, and other associated control systems All wired and wireless interfaces required for integration of the PMS with the Power Plant control network All equipment labelling, tagging and identification in accordance with the Project's Asset Tagging philosophy, standards and specifications Identification and supply of all special cables, connectors, and mounting hardware (excluding field cables) required for the installation of the complete PMS Identification and supply of any loose items not listed but required to provide a complete control system Supply of all special tools and apparatus necessary for installation, commissioning, operation, maintenance, backup, and restoration of the supplied equipment Commissioning, operational and spare parts Network equipment (network switches and flow controllers), including hardware and configuration services Support for the definition, design, implementation, and testing of interfaces and communications with the Build, Own, Operate (BOO) Power Station Generation System and all downstream Power Management System components, including all engineering, configuration, integration, and verification activities necessary to establish and validate the required functionality and data exchange Enquiries Industry Capability Network of Northern Territory: nolansproject.icn.org.au ICN NT Engagement Team: resources@icnnt.org.au Contact: +61 8 8922 9422
