PM023 - Scrubber Package - Nolans Project

Overview Arafura Rare Earths Limited is seeking a supplier for the PM023 Scrubber Package for the Nolans Project in the Northern Territory. The package covers the complete design, engineering, manufacture, assembly, testing, modularisation, supply and delivery of a fully integrated gas scrubbing system for the Project. About Arafura Rare Earths Limited is an Australian, ASX-listed company (ASX: ARU) focused on the responsible future production of the rare earths elements Neodymium and Praseodymium (NdPr) and heavy rare earths from its Nolans Project in the Northern Territory. The Nolans Project, 135 kilometres north of Alice Springs, is a fully permitted, construction-ready, single site ore-to-oxide project with an anticipated mine life of 38 years. As a fully integrated operation, Nolans will encompass a mine, process plant (comprising beneficiation, extraction and separation plants) and related infrastructure. The Project is strategically located in the Northern Territory and is recognised as a globally significant and strategic NdPr project which, once developed, will become a major supplier of these critical minerals to the high-performance NdFeB permanent magnet market. Hatch has been appointed as EPCM contractor for the Nolans Project. Arafura are transitioning execution management of the Project to Hatch, and as the execution plan and procurement packaging are finalised, Hatch will be the primary contact for procurement and contracting engagement. On 21 May 2026, Arafura advised that its Board of Directors has achieved Final Investment Decision (FID) for the Nolans Rare Earths Project (Nolans Project or the Project), marking a significant milestone in the transition of the project into execution. Scope The scope includes: Complete design, engineering, manufacture, assembly, testing, modularisation, supply and delivery of a fully integrated gas scrubbing system for the Nolans Project Supply of a complete and operational package capable of achieving the process duty and emission performance requirements specified in the package datasheets Supply of all major process equipment within the package battery limits, including scrubber vessels, circulation pumps, fans, discharge stacks, interconnecting ducting, control valves, instrumentation, process nozzles, emergency overflow arrangements, access platforms, sampling ports, flame arrestors and wet electrostatic precipitators where specified Supply of associated motors, actuators, linings, protective coatings, lifting arrangements, earthing provisions, equipment identification tags, nameplates, and all ancillary items required for a complete and functional package Process, mechanical, structural, electrical, control and instrumentation engineering for the package, including equipment sizing, process design, hazardous area classification, preparation of design documentation, vendor data, drawings, calculations, and operating and maintenance manuals Preparation of all deliverables identified in the Supplier Document Requirements List (SDRL), with electrical, control and instrumentation systems complying with the requirements of a Type 2 mechanical package, including machine safety provisions Design and supply of the package as transportable modules to the greatest practical extent, incorporating mechanical, structural, piping, electrical, control and instrumentation systems into fully integrated modules Workshop assembly, wiring and testing of modules prior to shipment wherever practical to minimise site installation activities, reduce interface risks, improve commissioning efficiency, and shorten site construction schedules Where full modularisation is not feasible, identification of items requiring site assembly and obtaining Company approval for the proposed modularisation strategy Project management activities throughout execution of the works, including planning, scheduling, progress reporting, risk management, and participation in regular project review meetings Quality assurance, inspection and testing activities, including Factory Acceptance Testing (FAT), assembly verification, and management of non-conformances, in compliance with applicable project quality requirements Packaging, preservation and shipment of all equipment and modules Provision of recommended spare parts for commissioning and operation Support for equipment registration where applicable Provision of site technical support, commissioning assistance and operator training on a reimbursable basis if required by the Company Provision of performance guarantees demonstrating that the scrubber package is capable of achieving the specified emissions compliance and process performance requirements under the design operating conditions defined within the project documentation Contractor Requirements Evidence of capabilities relevant to the contract scope Evidence of industry performance Compliance with Health, Safety, Environmental, and Quality Management systems Information Requested The following documents must be completed and uploaded to ICN Gateway as part of the EOI submission: Completed Prequalification documentation (H366551-PM023-311-024-0001-AP02), including all requested supporting documentation Completed Confidentiality Agreement (H366551-PM023-311-024-0001-AP03), with all highlighted sections completed and submitted in native format; the final document will subsequently be circulated for electronic execution by both parties Enquiries Industry Capability Network of Northern Territory: nolansproject.icn.org.au ICN NT Engagement Team email: resources@icnnt.org.au Contact number: +61 8 8922 9422
