Overview This Forward Procurement Notice is issued by the Department of Families, Seniors, Disability Services and Child Safety to notify suppliers of its intent to release a Request for Quote (RFQ) for the establishment of Social Services Agreement(s) for the Community Development Program, delivered through Community Recovery, Long-Term Recovery and Resilience Program. About The Community Development Program (CDP) has been developed in response to the Queensland Monsoon Trough, Cyclone Koji, Cyclone Narelle and Severe Weather commencing 24 December 2025. It is designed to deliver services across Queensland's disaster impacted communities. The program will support the delivery of high-quality, consistent, and efficient Community Recovery social services to meet the needs of government projects and initiatives. Scope The RFQ will cover the following Community Recovery initiatives: Financial Wellbeing Program (FWB) Social Services Sector Recovery Purpose The agreement(s) will allow Community Recovery to engage suppliers for these services, ensuring compliance with relevant standards and regulations while supporting timely and cost-effective project delivery. The procurement will also align with the Queensland Procurement Policy (QPP) 2026, including its focus on Purposeful Public Procurement, social responsibility, and sustainability. Objectives The proposed procurement will include the following key service delivery objectives for each initiative. Financial Wellbeing Initiative Supporting disaster-impacted individuals and households with financial counselling, advocacy and advice, education and financial resilience services to recover and meet their material and financial needs, participate in the community and be prepared for future events Prioritising vulnerable groups to have access to appropriate financial wellbeing support programs, including counselling, and bridging the gap between emergency relief and sustainable recovery Improving the capacity and capability of organisations delivering financial wellbeing support to assist the community to recover from this event and respond to future disasters Social Services Sector Recovery Initiative Supporting the social services sector in resuming operations after the disaster while supporting the recovery of the community Strengthening the capacity and capability of local social services to effectively provide recovery support to communities affected by this event Equipping local social services with the capabilities and resources needed to enable delivery of event related recovery activities Prioritising vulnerable groups to have access to appropriate social services during the recovery process, while supporting the coordination of volunteers, and bridging the gap between emergency relief and recovery efforts
