Inter-CAD Electronic Messaging System
Tender Overview
About this tender
Overview The Department of Transport and Main Roads (TMR) invites submissions in relation to TMR's intention to procure a production-ready implementation of the Inter-CAD Electronic Messaging System (ICEMS) protocol. About TMR's Transport Coordination Centre (TCC) coordinates the response of TMR transport operations centres to incidents and events on the Queensland transport network, in conjunction with emergency services partners including the Queensland Police Service (QPS), the Queensland Fire Department (QFD) and the Queensland Ambulance Service (QAS). Purpose Interactions between TCC and emergency services partners currently rely on voice and manual processes. TCC requires a functional ICEMS implementation so that its operators can electronically send, receive and respond to messages such as Incident Attendance Requests (IARs) with partner agencies, for example where QPS requests TMR assistance at an incident. TMR requires a tactical, stand-alone, production-ready ICEMS solution that delivers capability now, based on known requirements, without locking TMR into a long-term platform or integration path. The tactical solution may later be enhanced, integrated or replaced as the future-state architecture matures. Scope The scope includes: Provision of a production-ready implementation of the ICEMS protocol A back-end message broker A stand-alone operator interface Associated implementation services Transition services Support services Instructions to Tenderers Suppliers should be aware that TMR will use this Expression of Interest to establish a short list of suppliers to be invited to the next stage of the procurement, which is expected to be a restricted Request for Quote (RFQ) or Invitation to Offer (ITO). A potential supplier that does not respond to this Expression of Interest may be excluded from any further involvement with the procurement process which may be generated from the ongoing activities relating to this initiative.
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
