About this tender

Overview Alexandrina Council invites Quotes from Respondents for the provision of services for the detailed design of a new air conditioning system in the main Goolwa Council Office complex. About Alexandrina Council's main Goolwa office building complex has a 20+ year-old air-conditioning system that is due for replacement and upgrade. In November 2025 an investigative process was undertaken to assess the condition and effectiveness of the existing system against compliance with the National Compliance Code and the AS1668 suite of standards (the use of ventilation and air conditioning in buildings). It was found that the current system is not meeting code for sufficient temperature control, air quality, or reticulation due to its configuration and age. The assessment provided a report detailing the findings and problems in each area of the building, along with a set of general construction plans outlining the proposed upgrades and modifications. These documents form the basis of the detailed design. Council is seeking professional services to deliver for-construction drawings, specifications, and cost estimates. The new system is to be designed and configured to provide independent temperature control to each individual office and designated workspace within the building. Scope The scope includes: Development of full detailed design documentation, including For Construction detailed drawings, specifications, certifications, and cost estimate, to enable completion of a development application, budget planning, construction tender, and construction/installation Prior to commencement of detailed design, assessment of the available temperature control and system integration options for the new HVAC system, including the ability to provide appropriate temperature control to individual workspaces Assessment of the following options and provision of a recommendation to Council identifying the preferred control methodology, including consideration of system functionality, compatibility with existing infrastructure, operational flexibility, cost estimates, maintainability and whole-of-life requirements, with temperature control devices ideally located locally within individually identified workspaces: Option 1, BMS Integration (integrate the new system with the existing Building Management System, with setpoints, monitoring and control managed centrally through the BMS); Option 2, Standalone Central Control (provide an independent central control system operating separately from the existing BMS); Option 3, BMS Integration with Standalone Control (integrate the new system with the existing BMS while also providing temperature control device(s) to enable adjustment of settings within individual workspaces or designated zones) Provision of a technical assessment and recommendation identifying the preferred solution, outlining the advantages, compatibility requirements, and operational implications of each option, with Council acceptance of the preferred control strategy to be obtained prior to commencement of detailed design Detailed Design, General Process Review and use of the existing system assessment documentation as the foundation for developing the design further Development of a design proposal demonstrating the design direction and vision of the new system configuration Collaboration with Council to finalise the design direction, with a hold point to confirm the temperature control system before proceeding Provision of Preliminary (70%) plans, specifications, and cost estimate Revision of documentation in response to Council feedback Provision of For Tender (100%) plans, specifications, and cost estimate Responding to construction tender enquiries as required, referred via Council's Project Manager On completion of construction tender, updating documentation as required and providing For Construction plans and specifications Lodging a Development Application on behalf of Council in preparation for construction/installation of the new system, noting that the Old Chambers building falls within a State Heritage area, and providing third party certification as required Further Details Conducting site visits as necessary to complete the design process, to be included in the fee proposal Providing an accurately detailed construction cost estimate showing quantities, unit rates, contractor overheads, and all other relevant costs Assessing the compatibility of the new air conditioning system with the existing Siemens BMS, considering a stand-alone system, a system integrated into the existing BMS, or a combination of both, including pros and cons, cost benefits, and efficiencies of install and integration for all options Separating the detailed design plans and cost estimates into three distinct areas of the Goolwa Office complex, which function individually and will also be used as stages for construction/installation purposes: Ground Floor Administration Offices; Ground Floor Library, Chambers & Old Chambers; Level 1 Administration Offices & CEO Precinct Contract Terms and Conditions Council will enter into an Agreement for Services with the successful Respondent The Respondent shall provide the services in accordance with the Specifications contained within Section C The design process is to be delivered in an efficient and timely manner, and the construction/installation of the new air conditioning system(s) must be tendered and commenced this financial year
