Overview Adelaide PHN is seeking a provider to establish and operate a Medicare Mental Health Centre in Onkaparinga. The Centre will provide a welcoming, accessible, walk-in service for people experiencing mental health concerns, stress, distress or emotional challenges. No referral or appointment will be required. Staff, including clinicians and peer workers, will provide assessment, brief intervention, care navigation, peer support and referrals to appropriate services. The successful provider will establish and operate a multidisciplinary, community-based service with strong capability in mobilisation, workforce development, clinical governance, lived experience, cultural safety, data reporting and partnership building. Purpose The outer southern metropolitan region requires a visible and accessible place where people can receive timely mental health support and connect to ongoing care when needed. Scope Service model requirements The Centre must provide: Free mental health, social and emotional wellbeing support Walk-in access with no referral or appointment required A safe, welcoming and accessible environment Immediate and short-to-medium-term support, including brief interventions, peer support, care navigation and referrals Support for families, carers and supporters Links to ongoing mental health, psychosocial, community and social supports A multidisciplinary workforce with clinical, psychosocial and lived experience expertise Culturally safe and inclusive services for priority populations Strong referral pathways and local service partnerships The Centre must also: Respond to people experiencing crisis or significant distress Act as a central access point for information, navigation and referrals Use the Intake, Assessment and Referral (IAR) tool Deliver evidence-based care, including access to digital mental health services Integrate with the national Medicare Mental Health Phone Service Meet national branding requirements and work with the commissioned lead agency on service delivery, data and communications Establishment requirements Establishment funding must be used for premises leasing, fit-out and service setup, with any unspent funds redirected to service delivery. Providers will be expected to: Secure a suitable, accessible site Undertake stakeholder engagement, co-design and service mapping Recruit and train the workforce Establish clinical governance and referral pathways Develop integration protocols with SALHN, primary care, hospitals, ACCHOs, community organisations and other local partners Complete communications, branding and service launch activities Contractor Requirements Adelaide PHN welcomes submissions from organisations with experience in Medicare Mental Health Centres, integrated community mental health services, multidisciplinary walk-in models, psychosocial support, and service integration. This may include South Australian organisations, existing Adelaide PHN providers, and interstate or national operators able to establish a local presence.
