Salisbury City Centre & Surrounds Structure Plan
Tender Overview
About this tender
Overview The City of Salisbury invites quotes for the provision of a Structure Plan for the Salisbury City Centre and its direct surrounds. The City of Salisbury is seeking to engage an experienced consultancy to deliver this structure plan. Purpose This structure plan will support the implementation of GARP and its strategic growth and housing targets by establishing a framework to guide future growth and ensure higher-density development contributes to a liveable, attractive and well-connected urban environment, supported by active, safe and high-quality streetscapes. Given the considerable progress already achieved, the range of projects currently underway and the opportunities emerging through the ongoing revitalisation of the city centre, it is timely to review and update a vision and strategy for the city centre. The revised strategy will establish a contemporary vision for the city centre and its surrounding residential areas, supporting medium and high-density living while reinforcing the city centre's role as the primary hub for services, employment, community facilities and investment. It is anticipated that the findings and recommendations of the structure plan will inform the preparation of a future code amendment, enabling the planning framework to better support the long-term vision for the area. There is a degree of urgency in progressing this work, given increasing development pressure and the risk that sites may be redeveloped at lower densities or to a standard that does not fully realise the strategic potential of this highly accessible and well-serviced location. Objectives The key objectives of the structure plan are to: Identify a vision for the area that includes creating a vibrant place and promotes local living and active travel Outline a governance framework that manages the staging of changes in the Salisbury City Centre moving forward, including infrastructure upgrades Identify how social and hard infrastructure renewal can be facilitated in a coordinated manner, alongside any essential improvements to make it a vibrant precinct for the community Inform the City of Salisbury's Housing Implementation Plan to identify the suitability of higher density residential surrounding the Salisbury City Centre and the staged delivery of infrastructure that will support this change Provide and conduct the investigations to inform the preparation of a code amendment for the area, including recommendations for zoning changes and policy responses Scope The scope includes: Preparation of an engagement plan and report for early engagement with landowners and Council Preparation of a structure plan with recommended actions, provided in PDF format including any associated working files such as Adobe Creative Cloud packaged files, Microsoft Word and ArcGIS files Preparation of a staging plan on how the recommended actions are delivered, incorporated into the structure plan report Scoping Area Through the structure planning process, individual precincts within the scoping area will be identified so that more detailed investigations unique to those precincts can be undertaken. Key Considerations The structure plan should include a thorough analysis and consideration of the following, with recommendations forming part of the structure plan along with a feasibility, staging and costing plan associated with the actions: Planning and Design Code outcomes Redevelopment and urban renewal opportunities Placemaking, climate responsive design Traffic, transport and parking considerations Connectivity for active transport opportunities Streetscape connectivity and community safety considerations Infrastructure gaps Planning and Design Code Outcomes Undertaking a comprehensive review of the urban structure, including traffic management, to identify boundaries for the Urban Neighbourhood Zone or similar (for medium to high density) and the Housing Diversity across the precinct Liaising with Parafield Airport regarding any potential to revise airport building heights Reviewing local road widening controls, including recommending their removal as appropriate Suggesting concept plans where necessary to guide building heights and infrastructure requirements Redevelopment and Urban Renewal Opportunities Identifying existing buildings or assets in public or private ownership that have the potential to be redeveloped to support a more vibrant mixed-use village precinct Identifying opportunities for higher density and how these can be delivered in a way that enhances safety, comfort and connectivity to key natural and built assets Identifying any need for a revision of street layouts and urban form Considering opportunities for incentives to consolidate allotments to create larger development and higher quality outcomes Engaging, reviewing and providing recommendations regarding Council, State Government and private landowners' future plans, including opportunities on surplus State-owned assets, Council-owned assets or other property considerations Consideration of the current Salisbury City Centre Redevelopment Project, and its
