About this tender

Overview Melbourne Health is seeking a contractor to deliver a program of capital improvements to the 5 North ward at RMH, aimed at enhancing the patient, family and staff environment. About Analysis of RMH security incident data across Code Greys, Planned Code Greys and Code Blacks between 1 January 2022 and 31 December 2023 identified a significant association between delirium in older adult patients and incidents of occupational violence and aggression (OVA). Among General Medicine patients aged over 65 years who were involved in OVA incidents, 66% had delirium and 39% had dementia, highlighting delirium as a key contributor to patient behaviours that impact staff, patient and visitor safety. A subsequent review of a serious incident on 5 North further reinforced the importance of the physical environment in supporting patient wellbeing. Clinical assessment identified that limited access to natural light, fresh air and therapeutic spaces may have contributed to patient distress and behavioural escalation. These findings align with broader evidence supporting environmental design interventions as an important component of delirium prevention and patient-centred care. To progress the initiative, RMH engaged a multidisciplinary consultant team in April 2026 to undertake associated technical assessments and design development, building on the scope and functional requirements already agreed with 5 North stakeholders. Purpose The proposed improvements are intended to support delirium prevention, reduce the risk of OVA incidents, improve patient outcomes and staff wellbeing, and contribute to a safer and more therapeutic care setting. Scope The scope includes: Commissioning and certifying all building systems and services Providing operating and maintenance manuals, warranties and asset information Delivering as-built documentation in RMH-required formats Completing all staff training required for new systems or equipment Achieving Practical Completion with no impact on ongoing clinical operations and obtaining all necessary occupancy and compliance certifications prior to handover Contractor Requirements Must have live hospital experience to qualify How to Apply Please submit a capability statement via email to Sandra.Neri@mh.org.au and Kim.Glanville@mh.org.au.
