About this tender

The Avonbank Mineral Sands Project is a mining and processing facility located in northwest Victoria, under development by WIM Resource Pty Ltd. The Project will operate for approximately 36 years and is expected to create around 200 construction jobs and 232 operations jobs each year. Development Approach The Avonbank Project is planned to occur in 3 general stages: Stage 1 - Construction of WIM Base Area (Offices, workshop, stores, Wet Concentration Plant, and load out facilities) - 24 months Stage 2 - Establishment of the mine contractor facilities and excavation works for the start of the mining box cut (8-12 months) Stage 3 - Operation of the mine and processing facilities (+ 30-year duration) Contracts and Procurement WIM Resource is committed to engaging local suppliers and contractors from the Wimmera Southern Mallee region who meet our requirements and fall within our safety and commercial risk profile, where practicable. WIM Resource aims to support and develop local business sustainability, as summarised below: WIM Resource prefers commercially viable opportunities that provide local employment and support local business infrastructure. Opportunities are available through WIM Resource directly and also through its construction and operational contractors, when selected. WIM Resource maintains a local preference procurement policy that aims to encourage suppliers from the Wimmera Southern Mallee region to participate in the Avonbank Mine. Mining is a highly regulated industry where all operations, works and activities are subject to strict regulations, for example, under the Occupational Health and Safety Act (2004) and regulations, and this means compliance will be compulsory by all suppliers and contractors involved in the mine. WIM Resource is committed to best practices in safety, environment, social, governance and sustainability, and its suppliers and contractors will be selected with this framework in mind. WIM Resource will induct all on-site workers in line with its safety, environmental, and other fundamental operating policies. All equipment will need to be appropriately inspected, and operators approved by WIM Resource before mobilisation to the site. How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
