Council is seeking offers from suitably qualified consultants to undertake a targeted, activation-led strategic planning project involving the concurrent preparation of a Shepparton Central Business District (CBD) Strategy refresh and a new Goulburn River and Victoria Park Lake Activation Strategy, supported by an integrated CBD-River-Lake Integration Framework. The work will commence with a project establishment and inception phase to confirm objectives, scope, governance arrangements, methodology, engagement approach and timelines. This will be followed by a review of relevant adopted strategic, planning and policy documents and the compilation of baseline information relating to activation, access and use patterns across the CBD, river corridor and lake. Please Note: Greater Shepparton City Council (GSCC) is trialing additional question features with the aim of streamlining Tender Submission and Evaluation. Companies that have previously tendered with GSCC will notice the addition of questions in an electronic returnable schedule that need to be answered on top of the documented tender schedules. These questions must be answered before you can submit your tender. GSCC is also seeking feedback in relation to the tendering process for this tender. Tenders must be finalised and submitted online before the closing time. Tenderers are advised to ensure that they have allowed sufficient time to upload and complete their tender prior to the closure time as you will not be able to submit a tender once this time has passed.
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
