Wyndham City Council (Council) is providing advance notice to the market of its intention to publicly invite suitably qualified and experienced Lead Design Consultants to submit tenders for the provision of professional consultancy services associated with the detailed design and technical documentation of the proposed Big Shed Event Centre at Fortitude Drive Recreation Reserve, Truganina. The successful Lead Design Consultant (LDC) will be required to further develop the existing concept design and general specification prepared by ADP Consulting Pty Ltd and coordinate a multidisciplinary consultancy team to prepare detailed technical design documentation, specifications, statutory approvals and construction-ready documentation for public tender. Additionally, WCC may elect to novate at 80% detailed design formation to the head construction contractor appointed or continue the contract with the LDC supporting WCC with the Construction and DLP (12 Month) phases of the project, in the capacity of project management services. Council is seeking consultancy organisations with demonstrated experience in the planning, design and delivery of community infrastructure, major event facilities, greenfield developments and multi-disciplinary consultancy coordination, together with proven capability in delivering value-for-money outcomes within a constrained project budget, whilst also achieving 5 Green Star accreditation for the building. Project Overview Post extensive community engagement the proposed Big Shed events venue is intended to provide a flexible, functional & adaptable community and event space capable of supporting a broad range of community, cultural, sporting and commercial activities. The project has deliberately been branded the Big Shed to clearly communicate Council's (WCC) project vision & manage market expectations. The facility is not intended to be a premium or state-of-the-art convention or performing arts venue, but rather a robust, practical, cost-effective, multi-purpose community facility designed to maximise flexibility, functionality & whole-of-life value, for the Wyndham community. Key Project Considerations The Lead Design Consultant will be expected to consider & further develop the following concept project objectives: Integration of the building within the broader Fortitude Drive Recreation Reserve to enable both indoor and outdoor event activation and linkages. Preservation of the northern open space area to accommodate temporary event infrastructure including food vendors, market stalls, community activities and informal gathering spaces. Recognition that infrastructure to support food truck operations has already been incorporated into the recently completed athletics precinct, directly adjoining the site. Development of practical & cost-effective design solutions that maximise operational flexibility while remaining within Council's approved project budget. Design coordination that supports future staged delivery opportunities where appropriate. The Events Centre is to be designed as a highly adaptable facility capable of supporting concurrent and varied uses through flexible spatial configuration, including the ability to partition the main hall. The scope includes, but is not limited to, the following key functional and design requirements: A main hall capable of accommodating up to 720 persons banquet style & 1,500 persons theatre style, designed for multi-purpose use including events, cultural gatherings, festivals, social functions, and exhibitions. Provision for movable partitions/dividing walls to enable the main hall to be subdivided for simultaneous events, supported by appropriate acoustic separation and integrated storage. Inclusion of stage facilities and associated storage areas to support performances and presentations. A commercial kitchen, kitchenette, & servery suitable for large-scale catering operations. Fully compliant accessibility (DDA) amenities throughout the facility. Integrated HVAC systems & acoustic treatments to support comfort, performance, & usage requirements. To maintain the proposed event hall capacity within the available project budget, the concept design additionally proposes: Approximately 50 sealed at-grade car parking spaces adjacent to the facility; An overflow parking area accommodating approximately 200 vehicles for major events; and finally Targeting a minimum 5 Green Star accreditation including all associated design, documentation, and certification requirements. Operational Model Council is currently exploring a range of future operating models for the facility. The final operating model will continue to be developed during the design phase(s) and should not restrict the flexibility of the proposed facility design phases of delivery. Council encourages suitably qualified organisations with relevant experience in the delivery of comparable public infrastructure projects, past project experience in achieving 5 Green Star accreditation. This Tender package will potentially be released around Saturday 11th July 2026 with a public exhibition period of 4+ weeks, closing 12th August 2026.
