About this tender
Overview The Department of Defence, through Prototype and Test Services (PTS), is seeking the delivery and installation of a Containerised Powder Coating System for the Prototype Engineering Centre (PEC). About PTS maintains the Prototype Engineering Centre (PEC) to support a rapid prototyping capability for the sustainment and development of land capability for the Land Systems Division (LSD) of the Capability Acquisition and Sustainment Group (CASG), within the Department of Defence. PEC is located at 26 William Angliss Drive, Laverton North, Victoria, and sustains a powder coating capability to provide a protective finish and designate components as 'Prototype Only'. The current powder coating system at PEC consists of a Wagner PEM X1 electrostatic controller and application gun, air dryer, application booth (vacuum air extraction and filtration unit) and a gas fired oven. Purpose The current powder coating oven at PEC has reached its Life of Type and is due to be replaced. PEC is also slated for relocation to Monegeetta Proving Ground, and it is unlikely that new workshop facilities will include a Paint Precinct. PTS therefore wishes to identify a Containerised Powder Coating System that can be safely employed and maintained at PEC and then easily moved to Monegeetta Proving Ground as part of the relocation. Scope The scope includes: Delivery and installation of a Containerised Powder Coating System that meets or exceeds the specification outlined below, to support growing prototyping demands Supply of a container housing a fully functional powder coating system, including powder application equipment, a powder application booth, an electric oven, and a flight rail system connecting the booth and oven to carry coated pieces Provision of any other ancillary equipment required to run the system The system may be employed external to the workshop building and must be capable of relocation to Monegeetta Proving Ground Physical Supplied in a forty foot (40 ft) High Cube (HC) shipping container or similar, providing sufficient operating space and room for plant, not exceeding a height of 4.5 metres Transportable by road with minimal modifications or installations Smoke stack and exhaust systems may be fitted externally upon delivery but must be removable to facilitate later relocation Compliant with the minimum safety requirements specified in AS/NZS 4114:2020 (Spray Painting Booths, Designated Spray Painting Areas and Paint Mixing Rooms) and all other applicable standards, considering dust collection, electrical hazards and noise Side opening doors to allow loading of heavy items Insulation where practical to reduce running costs Storage bins for the storage of boxed paint powder Performance Oven capable of operating up to 220°C Electric oven with a temperature control system adjustable between 180°C and 220°C in increments of 1°C with a tolerance of ±2°C Oven size of a minimum of 2m³ A secondary smaller oven with an approximate internal volume greater than 0.5m³ and less than or equal to 1m³ for smaller components Oven insulation where practical to reduce running costs Oven timer control to shut off heating after a preset time has elapsed Electrical A minimum of two (2) 240VAC 10A outlets in the vicinity of the application booth to operate electrostatic control equipment and associated systems Two (2) 240VAC 10A outlets inside the container for auxiliary equipment Container control panels mounted to prevent dust and water ingress and not promote water collection Container control panels mounted to provide mechanical protection against damage in accordance with AS/NZS 3001 Container power inlet mounted to provide mechanical protection against damage in accordance with AS/NZS 3001 Contract Terms and Conditions Timeframe for Delivery: 20 May 2027 Instructions to Tenderers Tender responses are to be submitted electronically via the AusTender website www.tenders.gov.au using the 'Lodgement Page' link on this tender notification.
