Overview Triple Zero Victoria (TZV) is seeking information on the delivery of mandatory compliance eLearning modules in SCORM format. About Triple Zero Victoria (TZV), formerly the Emergency Services Telecommunications Authority, was established in 2023. Triple Zero Victoria provides the critical link between the Victorian community and the state's emergency services agencies, delivering Victoria's 24-hour emergency call-taking and dispatch services for police, fire, ambulance and VICSES. Triple Zero Victoria also provides advanced, operational communications for Victoria's emergency services, supporting police, fire, ambulance and VICSES personnel in the field. Emergency call-taking and dispatch is at the heart of what Triple Zero Victoria does. Triple Zero Victoria's call-takers are on the phone with callers when emergency help is needed most, while dispatchers relay critical information to the emergency services to get units to the scene. In 2024-25, Triple Zero Victoria answered 3.09 million calls for assistance, representing a call every 10.2 seconds or 8,491 calls a day. Call-taking and dispatch services are delivered from three State Emergency Communications Centres (SECCs) located at Ballarat, Burwood East and Williams Landing. Triple Zero Victoria is required to provide mandatory compliance modules to proactively manage regulatory, legal, corporate and other risks across the business. Scope The scope includes: Delivery of mandatory compliance modules identified by TZV, with the ability to work with TZV to provide customisations if required Management of content updates by the provider in line with legislative requirements Provision of modules in SCORM format to enable TZV to locally manage version control in its own Learning Management System Ensuring all modules are accessible by TZV in line with legal requirements, both during and in the event the contract expires Deliverables The following modules are required: Acoustic Incidents Fraud & Corruption (Fraud Awareness) Privacy Awareness and Data Protection Victoria (Privacy) Respect @ Work (EEO) Respect @ Work (EEO Managers) Occupational Health & Safety at TZV (OHS) Respectful Workplace Behaviour (Anti bullying and Harassment) TZV Code of Ethics Protective Markings Information Management Evacuation Refresher Cyber Security: Surfing the Web Cyber Security: Data Protection Cyber Security: Spear Phishing Cyber Security: Security Outside the Office Cyber Security: Social Engineering Cyber Security: Passwords Cyber Security: General Phishing Cyber Security: Awareness Outputs Modules confirmed to be built, covering the topics within the list of deliverables, in SCORM format All modules provided must be up to date and maintained in line with regulatory and legal requirements in Victoria, Australia Each module must contain knowledge checks throughout Each module must contain a final quiz with a 100% pass rate and an open number of attempts Modules to be sent via TZV's approved secure file transfer platform, currently Liquid Files Enquiries Contact: Charlotte Alder-Goad Office: +61 (03) 86561200 Email: charlotte.alder-goad@triplezero.vic.gov.au
