Council invites Expressions of Interest (EOI) from suitably qualified and experienced Early Years Management (EYM) providers for inclusion on a Pre-Qualified Register of Providers (Register). This EOI is not a procurement for a specific opportunity, and no lease or service agreement will be awarded as a result of this EOI process. Instead, this EOI is being undertaken to establish a Register of prequalified providers for future leasing and service provision opportunities, which enables Council to identify providers with the capability, experience and governance capacity to deliver EYM services. This EOI forms stage one of a two-stage sourcing model. The establishment of this Register is designed to support consistent, fair, transparent and efficient approaches to engaging suitably qualified EYM providers. The Register is intended to promote competition through shortlisted proposal processes and ensure timely progression of future annual facility opportunities.
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
