Overview City of Monash has engaged Stabilised Pavements of Australia Pty Ltd (SPA) to provide pavement investigation and design services for the proposed rehabilitation of Haverbrack Drive, Mulgrave. This opportunity relates to the road rehabilitation works arising from that pavement design and investigation process. About SPA subsequently engaged SP Design to undertake the design work as SPA's internal pavement engineering consultancy business unit. The City made available to SP Design the Geotesta pavement investigation report (ref: GE10830.2-22, dated 24/08/2023). A further geotechnical investigation was organised by SP Design and carried out by Australian Geotechnical Testing, completed on 03/06/2026. The design traffic loading adopted is 1.39E+06 DESA for a 20 year design period. A design subgrade CBR of 2.5% was adopted, with a sensitivity analysis also undertaken using a design subgrade of 1.5%. Pavement condition was classified using a traffic light system (Sound, Warning or Severe) based on deflection analysis derived from Geotesta's pavement investigation data. Remaining life analysis of homogenous sections in the warning (orange) zone found a theoretical remaining life of 1 to 4.5 years, with sections in the severe zone expected to have less remaining life. This analysis supports the recommendation that the majority of the site be rehabilitated, based on the presence of defects and the deflection analysis. Scope The report contains a suite of pavement rehabilitation treatment options, subsoil drainage recommendations, and recommendations on treatment type and the extents of treatment. The scope includes: Pavement rehabilitation across the majority of the site Extension of the rehabilitation treatment 0.5 m beyond the edge lines, as observed defects extend to or beyond the pavement edges Resurfacing (rather than rehabilitation) of parking lanes Rehabilitation across an approximate width of 7 m, based on a 6 m two-way traffic lane with an additional 0.5 m provided beyond each edge line Five pavement rehabilitation options are presented: Option 1: Cementitious Lightly Bound Stabilised Base Course, LBB (Lightly Bound) Option 2: Foamed Bitumen Stabilised Base Course, FBB (Bound) Option 3: Granular Reconstruction, GR (Unbound) Option 4: Full Depth Asphalt with AC20 structural course, FDA (Bound) Option 5: Full Depth Asphalt with EME2 structural course, FDA2 (Bound)
