North East Water intends to release a Request for Tender to establish a Minor Works Panel. The Panel will comprise prequalified contractors and specialist service providers engaged to undertake low-value, low-to-medium risk capital and maintenance works under agreed commercial terms, schedules of rates (as applicable), and performance requirements. The Panel is intended to provide an efficient and compliant procurement mechanism by enabling the allocation of work through work orders, requests for quotation (RFQs) and/or mini-competitions between Panel members, thereby reducing procurement lead times while maintaining safety, quality, and value-for-money outcomes. Scope of services (indicative): minor capital works, reactive repairs and planned maintenance across water, wastewater, recycled water and associated assets. Examples of work (indicative): pipeline renewals, repairs and relining; valves and hydrants; minor pump station upgrades; civil, concrete remediation and reinstatement works; mechanical and electrical installations; instrumentation; earthworks and biosolids management. Panel operation: tenderers will be assessed for capability, capacity, safety management systems and insurances (as applicable). Work may be issued to Panel members via work packages with defined scopes, ceilings (as applicable). Intended outcomes: improved speed of engagement and mobilisation; consistent contractual conditions; enhanced cost transparency and certainty; and access to a pool of proven, appropriately qualified suppliers.
