Request for Information - Digitalisation of Project Management Office
Tender Overview
About this tender
Overview Swan Hill Rural City Council invites suitably qualified and experienced organisations to provide information regarding the digitalisation and automation of Council's Project Management Governance Framework (PMGF). About Council delivers a diverse range of infrastructure, asset renewal, operational and strategic projects across multiple service areas. To support consistent project governance and delivery practices, Council has established a Project Management Governance Framework (PMGF) which provides the processes, controls, templates, reporting requirements and governance mechanisms used to manage projects throughout their lifecycle. While the PMGF provides a structured framework for project delivery, many associated processes currently rely on manual document preparation, spreadsheet-based reporting, email-based approvals and decentralised information management practices. Purpose Council is seeking to investigate opportunities to digitally enable and automate elements of the PMGF to improve governance compliance, information accessibility, organisational learning, reporting efficiency and decision-making. This Request for Information (RFI) is intended to assist Council in understanding available market capabilities, potential implementation approaches, indicative costs and associated delivery considerations prior to determining a future procurement activity. Council's preference is to leverage existing investments within the Microsoft 365 ecosystem wherever practical, however Council is also interested in understanding whether supplementary platforms, tools or technologies may provide additional value. Information obtained through this RFI will assist Council in defining project scope, procurement requirements, implementation options and indicative budget estimates for a future PMGF digitalisation initiative. How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
