Operation of the Bunbury Storm Surge Barrier and Security of Jetty Road Facility – Casuarina Boat Harbour

Overview The Department of Transport and Major Infrastructure (DTMI) is seeking a contractor to operate the Bunbury Storm Surge Barrier and provide security services at the Jetty Road Facility and Casuarina Boat Harbour. About DTMI works to provide safe, accessible, sustainable and efficient transport services that promote economic prosperity and enhance the lifestyle of all Western Australians. The Bunbury Storm Surge Barrier is located at the western end of the Leschenault Inlet. The barrier was constructed in 1980 following flooding of the Bunbury townsite during cyclone Alby in 1978. The barrier is operated during periods of extreme high ocean water levels, isolating Leschenault Inlet from the Indian Ocean, with the aim of preventing ocean flooding of low-lying areas of Bunbury. DTMI is also responsible for the management of the Jetty Road causeway and its associated infrastructure, including the public ablution facility and heritage Arrol crane, which is non-operational but heritage listed and therefore needs to be protected. This is located in close proximity to the barrier. Additionally, DTMI manages the new public toilet facilities at the Casuarina Harbour Boat Ramp and requires routine locking and unlocking of the public ablution facility. Purpose Whilst the Storm Surge Barrier has been designed to provide protection of Bunbury against ocean flooding, it is integrally linked to the drainage of Bunbury CBD. Careful consideration must be given to extended closure of the barrier due to the potential for backing up of the CBD drainage system and threat of flooding from rainfall runoff. Scope The scope includes: Operation of the Bunbury Storm Surge Barrier 24 hours a day, 7 days a week, in accordance with the Bunbury Storm Surge Barrier Operations Manual (April 2021) (Attachment 1) Closing the toilets at the Jetty Road Facility at approximately 2000hrs nightly, seven days a week, checking that toilets are unoccupied and locking the entrance gate, including checking that the facility is in good condition and reporting any damage or vandalism to the Customer's Representative, Operational Opening the gate to the toilet area at the Jetty Road Facility between 0445hrs and 0500hrs, seven days a week, including checking that the facility is still in good condition and reporting any damage or vandalism to the Customer's Representative, Operational Patrol of the crane at the end of Jetty Road, seven days a week, when locking the facility, and reporting any damage or vandalism to the Customer's Representative, Operational Closing the toilets at the Casuarina Harbour Boat Ramp facility at approximately 2000hrs nightly, seven days a week, checking that toilets are unoccupied and locking the entrance gate, including checking that the facility is in good condition and reporting any damage or vandalism to the Customer's Representative, Operational Opening the gate to the toilet area at the Casuarina Harbour Boat Ramp facility between 0445hrs and 0500hrs, seven days a week, including checking that the facility is still in good condition and reporting any damage or vandalism to the Customer's Representative, Operational
