Provision of Automatic Number Plate Recognition Capability
Tender Overview
About this tender
Overview The Western Australia Police Force is seeking to procure a Commercial Off-The-Shelf (COTS) Software as a Service (SaaS) Automated Number Plate Recognition (ANPR) solution to support law enforcement activities across Western Australia. About ANPR technology is a proven capability used by multiple law enforcement agencies and sectors, including Federal regulators, Justice, Security, Local Government and private enterprises. ANPR provides a valuable safety and crime prevention tool in emergency management, traffic, and law enforcement operations. The ANPR solution currently used by the Western Australia Police Force allows for real time alerts to be received at the State Operations Command Centre (SOCC) when a vehicle of interest (VOI), such as a stolen motor vehicle, is detected by ANPR cameras. These alerts assist police to locate and intercept vehicles linked to criminal activity, missing persons, persons at risk, and other policing priorities to increase community safety. The ANPR solution also allows for analysis of data that enables the examination of vehicle movement patterns, linked vehicles and tracking of vehicles over time to build criminal intelligence and investigations. On average, the ANPR network currently processes approximately 20 million ANPR reads per week, resulting in approximately 300,000 alerts. These support operational responses, investigations, intelligence activities and prosecutions by providing timely and actionable information to frontline officers and investigators. The current SaaS ANPR solution has been used by the WA Police Force since 2013. Since that time, the WA Police Force has expanded ANPR coverage through direct investment and strategic partnerships with State agencies, local governments, and private sector operators. Purpose With the impending expiry of the current contract, the WA Police Force is seeking to procure a COTS SaaS ANPR solution that meets current operational requirements and provides a secure, scalable, and future-ready platform to support law enforcement activities across WA. The continued growth of publicly and privately operated ANPR capability across WA provides an opportunity to further strengthen crime prevention, criminal investigation, and community protection. Scope The scope includes: Provision of a Commercial Off-The-Shelf (COTS) SaaS ANPR solution for the WA Police Force Support for fixed ANPR cameras installed at key intersections, highways, and entry/exit points to monitor high-traffic zones and strategic locations Support for mobile ANPR units, being vehicle-mounted systems used by patrol and traffic enforcement teams, capable of real-time scanning and alerting Support for portable/temporary ANPR units deployable for short-term operations, checkpoints, or events Integration of third-party ANPR feeds received from local councils, service stations, and other external contributors into the WA Police Force ANPR Hub Integration with critical operation systems including the WA Police Force computer-aided dispatch (CAD) and Intelligence and Analytics platforms Reliable operation in diverse environmental conditions across metropolitan, regional and remote Western Australia, including low-connectivity areas Contractor Requirements The solution must be a Commercial Off-The-Shelf (COTS) SaaS ANPR offering The solution must meet current operational requirements of the WA Police Force The solution must provide a secure, scalable, and future-ready platform The solution must operate reliably in diverse environmental conditions across metropolitan, regional and remote Western Australia, including low-connectivity areas Enquiries Contact: Zoie Grant Phone: (08) 65511476 Email: zoie.grant@dohw.wa.gov.au
