Provision of Heavy Vehicle Services (HVS) Compliance Scale Replacement RFI
Tender Overview
About this tender
Overview Main Roads Western Australia is seeking information from industry through this Request for Information (RFI) to understand current market offerings available to replace the Heavy Vehicle Services (HVS) heavy vehicle portable compliance scales (enforcement capability). About Main Roads Transport Inspectors (TI) are responsible for weighing vehicles on the road network to ensure that heavy vehicle operators comply with legal mass limits and their conditions of access. To measure vehicle axle mass, TI use Haenni portable scales, model WL101, also known as loadmeters. These scales form a critical component of on-road monitoring, enabling compliance officers to efficiently assess vehicle mass, ensure heavy vehicles operate within legal mass limits, and ensure adherence to safety and regulatory requirements, while protecting road assets. The current Haenni WL101 portable scales no longer adequately meet operational requirements. Their limited capability in weighing Oversize Overmass (OSOM) vehicles, together with high maintenance and calibration requirements, is impacting efficiency and reliability, alongside ongoing Safety, Health and Wellbeing (SHW) risks associated with manual handling. Purpose The purpose of this RFI is to understand current market available mobile weighing scale solutions suitable for heavy vehicle compliance and enforcement activities across the WA road network. The RFI seeks to support the development of requirements, including scale calibration standard, indicative costs, and ongoing maintenance requirements. The proposed works aim to define future operational requirements and provide evidence-based advice to support procurement and implementation planning. This will include analysis of costings, product availability, and implementation considerations, to support a formalised procurement process. Scope The scope includes the following summarised technical requirements for the replacement mobile weighing scale solution: Core Functional Requirements (summary) The instrument shall remain accurate when exposed to vibration, temperature variations, uneven surfaces, and typical roadside operating conditions The weighing system shall support a target per-pad load capacity of 20 tonnes, with a minimum acceptable capacity of 15 tonnes per pad The system shall measure and display weight values using a scale interval of 10 kg or less where possible, not exceeding a maximum scale interval of 20 kg The weighing system shall support a per-line weighing capacity with a minimum of 15 tonnes and a maximum of 20 tonnes Each weighing pad shall be designed to support safe manual handling; weighing pads with a mass of up to 20 kg per pad are acceptable, and where any weighing pad exceeds 20 kg, suitable handling devices or aids shall be supplied as part of the solution Non-Functional Requirements (summary) NMI pattern-approved Non-Automatic Weighing Instrument (NAWI) with a valid Certificate of Approval OIML R76 Class IIII accuracy Calibration and verification by an NMI-licensed technician Supplier maintenance, calibration, and tamper-evident sealing for the service life A stated set-up time Instructions to Respondents RFI questions close: 05:00pm AWST on 6 November 2026 Enquiries Contractual Contact: Scott Lennon Phone: (08) 93234474 Email: Scott.Lennon@mainroads.wa.gov.au Technical Contact: David Kellie Position: Project Manager Heavy Vehicle Projects Phone: (08) 94758496 Email: david.kellie@mainroads.wa.gov.au
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
