Overview This is an Early Tender Advice notice issued by the Office of Major Infrastructure Delivery (OMID), part of the Department of Transport and Major Infrastructure (DTMI), for an upcoming Request for Proposal (RFP) to procure a Single Stage, Design and Construct contract for the delivery of a new wastewater treatment plant (WWTP) to service the Acacia Prison Expansion Works. The Acacia Prison Expansion Project (APEP) will be located at Wooroloo in the Perth metropolitan area. No documents are available for download at this stage. The RFP documents will be available to download from Tenders WA once this procurement is advertised. Scope The indicative scope of works for the design and construction of the new onsite WWTP includes, but is not limited to: Provision of design and construct services to build a new wastewater treatment plant (WWTP), including all service connections, as well as electrical, control and instrumentation work at Acacia Prison, to support the new expansion of the prison (expansion to be by another contractor) Provision of continuation of sewer pipe from the WWTP feed pump station (supplied by the Prison Expansion Contractor) rising main at the WWTP boundary Coordination with the prison expansion contractor regarding head requirements at the boundary to interface with new inlet works Management of the interface with existing WWTP operations Running of treated effluent pipe to the irrigation field, including construction of the irrigation field Provision of continuation of electrical cable to within the boundary and the existing prison switch room Provision of communications and controls reporting from the new WWTP Provision of service water connection to the new WWTP Provision of drainage from the new WWTP impermeable areas, including building roof runoff Provision of new potable water connection, and agreeing and managing the potable water shutdown period with existing WWTP operations and the prison operations team Provision of new fire water connection, and agreeing and managing the fire water shutdown period with existing WWTP operations and the prison operations team Tie-in to the existing road, and agreeing and managing the closure period with existing WWTP operations and the prison operations team Design of all chemical dosing systems to provide bulk chemical storage onsite Design, supply, installation and commissioning of a Plant Control System (PCS) capable of providing system control and monitoring Meeting all relevant testing and commissioning requirements Instructions to Tenderers The Request for Proposal timeframes are expected to be as follows: RFP Release: 19 August 2026 RFP Close: 16 September 2026 Contract Award: Q3 2026 Construction Completion: TBA
