This Tender is invited by the Issuer. OPC is seeking to engage a Senior ICT Contractor to support the ongoing leadership and delivery of ICT operations and infrastructure functions. This requirement arises due to the need for immediate access to senior operational and technical capability to maintain business continuity, uplift operational maturity, and address a range of complex ICT issues that require both strategic oversight and direct technical intervention. The contractor will operate as a senior member of the OPC ICT team, providing operational leadership while also undertaking hands‑on technical work, particularly within the Microsoft platform environment. The contractor may work part time at a minimum of 3 days a week. The Cloud Engineer is responsible for providing senior, hands‑on operational leadership and engineering across OPC’s Microsoft-based ICT environment, ensuring business‑as‑usual services remain stable, secure and reliable while directly troubleshooting and remediating complex issues as an escalation point. The role leads ITIL-aligned service management (incident, problem, change and request), ensuring changes are assessed, documented, tested and implemented with minimal disruption, and contributes to operational governance through analysis, risk treatments and continuous improvement. It delivers practical platform engineering across Microsoft 365, Intune and Azure; designing, implementing, monitoring and optimising secure, scalable cloud infrastructure, maintaining a resilient security posture aligned to government frameworks, and providing Level 2/3 support. The Cloud Engineer also supports business applications and associated platform changes (including automation and Microsoft Office macros/VBA where needed), strengthens risk, resilience, compliance and disaster recovery preparedness, and produces clear executive-ready briefings and advice that translate technical issues into actionable recommendations while uplifting documentation and team capability.
