This Tender is invited by the Issuer. DAFF is seeking to engage a highly skilled Technical Lead to support the delivery of major network infrastructure transformation activities under the CapSTAR Program, with a specific focus on the Network Edge Stream. This role is critical to ensuring the department’s connectivity, security, and operational resilience across airports, ports, and regional facilities. The Technical Lead will provide specialist expertise across design assurance, phased delivery, stakeholder engagement, and risk management, ensuring CapSTAR’s strategic objectives are met in accordance with Commonwealth governance and procurement frameworks. The Technical Lead provides senior technical leadership, design assurance, and delivery coordination for DAFF’s network infrastructure uplift activities under the Capital Security Technology and Asset Refresh Program (CapSTAR), with a primary focus on the Network Edge Stream. This role operates at the intersection of technical coordination and technical assurance, ensuring DAFF’s wired and wireless infrastructure across airports, ports, and regional biosecurity facilities is delivered safely, efficiently, and in alignment with departmental standards, cyber security requirements, and operational needs. The Technical Lead leads the planning, sequencing, and execution of multi‑site network refresh activities, working closely with service partners, specialist vendors, and internal stakeholders. The role requires deep technical expertise, strong commercial acumen, and the ability to navigate complex multi‑agency environments. The Technical Lead will also provide technical input to procurement activities, supports PGPA‑aligned approvals, and maintain governance integrity across all phases of delivery. The role provides authoritative assurance over service partner led technology decisions, ensuring sites are delivered in accordance with approved architectures, patterns and standards, or establishing those standards in place where they do not yet exist. This position plays a critical role in ensuring DAFF’s operational resilience, connectivity, and security across its national footprint. It requires a proactive leader who can manage risks, resolve technical issues, and maintain delivery momentum in high‑availability, mission‑critical environments.
