ACT Land Use and Asset Evaluation Monitoring Program

Overview The City and Environment Directorate (ACT) is seeking a suitably qualified and experienced supplier to operate and maintain streamflow and water quality monitoring equipment across the Territory. The program aims to improve understanding of pollution generation rates of catchments, the performance of new water sensitive urban design (WSUD) infrastructure within the Australian Capital Territory, and streamflow in the Lake Tuggeranong catchment. Scope The scope includes: Operating and maintaining existing streamflow and water quality monitoring infrastructure, including supply, installation, movement, calibration, commissioning and decommissioning of equipment Collecting water samples for analyte analyses, obtaining stream discharge data and rainfall data, and performing gaugings to ensure data quality, from event flows and base flows Operation and maintenance of the equipment Sampling of event flows and base flow Analyses of water samples and provision of data Implementing a streamflow gauging program to ensure streamflow measurements are accurate and reliable On direction from the Territory Representative, establishing new monitoring equipment and/or undertaking movement and installation of monitoring equipment Investigating, acquiring and managing required approvals, licences and permits Purchasing and storing streamflow and water quality monitoring equipment for future deployment at the direction of the Territory At the direction of the Territory Representative, decommissioning monitoring equipment Program administration functions as required by the Territory Operation and Maintenance All equipment is to be operational at all times Sample collection and analysis is to be undertaken as necessary and without delay irrespective of when samples are collected Routine operation of the equipment is to include, but not be limited to, sample and data collection following triggering, and resetting of equipment Performing maintenance and re-calibration on equipment and all ancillaries as required, and maintenance of sites to ensure good operation of equipment Maintaining all equipment for the duration of the project, including routine maintenance, failure/malfunction maintenance and management of manufacturer's equipment warranty issues Extending maintenance to the monitoring sites themselves, to ensure that equipment operation is not impeded by conditions associated with the monitoring site Responding to, inspecting and assessing reported faults within three (3) business days if a failure, malfunction or any loss of functionality occurs Contacting and liaising with the supplier of the equipment and/or other material and arranging replacement, as the successful tenderer's responsibility Repairing defects within fifteen (15) business days of a fault occurring, or an alternate timeframe approved by the Territory Representative Liaising with the Territory Representative and seeking approval of variation prior to carrying out repairs Providing detailed, written maintenance records outlining where, when and what maintenance activities have been undertaken Acquiring and/or managing ongoing approval to have monitoring equipment on public land on behalf of the Territory Where directed by the Territory Representative, facilitating installation of additional monitoring equipment within existing monitoring sites to support ACT Government's involvement in the IoT Cooperative Research Centre (IoT CRC), including providing access to cabinets and accommodating, where practical, the installation of new monitoring equipment Specification and Requirements of Equipment Entirely in-situ devices must be secured and installed covertly to minimise risk of vandalism and theft; larger equipment (e.g. data-logger, telemetry, power supply) must be installed in a lockable, tamper-proof installation, as the Territory is not responsible for lost equipment The installation needs to be accessible for operation and maintenance The installation needs to provide adequate protection of equipment from high-flow events; the successful tenderer must determine the risk, with equipment suggested to be installed at locations above the 1 in 5 years Annual Recurrence Interval flood event The equipment needs to be protected from damage by the elements, flora and fauna (e.g. heavy rainfall, floods, snakes, insects, invasive weeds) Equipment should be operational under all environmental conditions, including withstanding long periods without flow while still performing during storm events and extreme hot and cold weather Equipment needs to sample across the entire event flow hydrograph, with a minimum of 6 samples across the hydrograph required to characterise first flush, rising, peak and falling limb of the hydrograph Equipment should be guaranteed of power supply at all times All new equipment should have an operational life of at least 5 years New equipment and installation must have a warranty in a form acceptable to the Territory Representative Enquiries Tenders ACT Team (Enquiries) Phone: +61 (02) 62079000 Email: tendersact@act.gov.au
