About this tender

Solomon Islands Government’s Ministry of Police, National Security and Correctional Services (MPNSCS) is seeking to improve its human resources management information system (HRMIS). MPNSCS’s remit also includes the Royal Solomon Islands Police Force (RSIPF) and Correctional Services Solomon Islands (CSSI). The HRMIS will be a vital tool for modernising the Ministry’s human resource management processes. Currently, the MPNSCS relies on largely analogue systems for workforce planning, recruitment, and performance management, which are time-consuming and prone to errors. The implementation of HRMIS will streamline these processes, enabling the Ministry to make data-driven decisions, improve workforce planning, and enhance employee productivity. This initiative supports MPNSCS’s Strategic Plan and aligns with the broader goal of transforming the governance system from physical to digital. The HRMIS will also facilitate better compliance with ethical practices and promote equity and diversity within the Ministry. This project will be structured in several phases, with the first, covered by this document, involving business process mapping and process design. The second and third phases would involve system development and integration and training and change management respectively.
