Overview Major Projects/Infrastructure Canberra (iCBR) is seeking to engage a suitably qualified Technical and Environmental Specialist (the Contractor) to undertake experimental rehabilitation works within the southeast cloverleaf and Parkes Way median areas of the Rail Project, to improve Golden Sun Moth (GSM) habitat and meet the requirements of the EPBC Approval. About iCBR is delivering the Canberra Light Rail Stage 2 project, which comprises two main projects: the Raising London Circuit Project (RLC) and the Light Rail Stage 2A Project (the Rail Project). The Rail Project is subject to an approval under the EPBC Act, with several controlling conditions, including a requirement to undertake rehabilitation activities in the southeast cloverleaf and Parkes Way median within the rail project site. iCBR is seeking to engage a suitably qualified and experienced technical and environmental specialist to lead the delivery and monitoring of these rehabilitation works, ensuring the requirements of the EPBC Act approval are met. Purpose This Statement of Requirements (SOR) is intended to outline the scope, responsibilities, and terms associated with the engagement of a Technical and Environmental Specialist to undertake experimental rehabilitation works to improve Golden Sun Moth habitat and meet the requirements of the EPBC Approval. Scope The Project works are outlined in the attached GSM Plan 2.4 (Attachment B) and include but are not limited to: Procurement, management and planting of native grassland species Monitoring and assessment of planted species performance to infer rehabilitation success Reporting on performance of grasses and of experimental plots General reporting and project management Collaborating and coordinating with a microbiologist research scientist and ACT Government Contractor Requirements Experience in native Australian grassland remediation and restoration and ecology, including delivering the implementation and ongoing management of GSM habitat rehabilitation works in the southeast cloverleaf and Parkes Way eastern median areas Tender Briefing Format: Virtual briefing (MS Teams) Date: 13 August 2026 Time: 1:00 pm Registration closes: 10 August 2026, 5:00 pm
