About this tender

This Tender is invited by the Issuer. Overview The Department of Social Services (DSS) is seeking an independent specialist consultancy to undertake an ICT Capability, Service Portfolio and Workforce Review. The Review will establish a department-wide baseline of DSS's internal ICT services, functions, workforce, governance, capability, funding, contracts, licences and supplier arrangements. Scope The scope includes: Cataloguing ICT services and functions delivered across DSS Assessing workforce capability, capacity, critical roles and key dependencies Reviewing governance, service ownership, decision rights and accountabilities Analysing resource allocation, capability maturity and organisational effectiveness Assessing ICT contracts, licences, suppliers and externally sourced capability Identifying gaps, duplication, fragmentation, risks and improvement opportunities Assessing DSS's intelligent-customer capability and readiness for cloud, data, cybersecurity, automation and artificial intelligence Providing practical, prioritised recommendations for capability uplift, workforce sustainability, governance, sourcing and future readiness Key deliverables include current-state service, workforce, governance and commercial baselines; capability and maturity assessments; options analysis; executive decision materials; and a final report with knowledge-transfer and handover materials. Purpose The Review will inform future departmental decisions but will not determine DSS's future ICT operating model or organisational structure. The Review will complement, but remain separate from, the ICT Managed Services Assessment, Transition and Sourcing Review. Services delivered by Services Australia are outside the primary scope, except where needed to understand DSS dependencies, interfaces and accountabilities. Contractor Requirements Must use an independent, evidence-based and collaborative approach All deliverables and supporting materials must be practical, actionable and provided in editable Microsoft formats

How to respond to this tender

A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.

Read the requirements in full

Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.

Confirm you are eligible and it is worth bidding

Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.

Answer every criterion with evidence

Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.

Lodge early through the official portal

Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
