This Tender is invited by the Issuer. Overview The Office of Parliamentary Counsel (ACT) is seeking a vendor to develop a technical feasibility proof of concept for an in-house legislative drafting tool. Scope The vendor will be required to develop a limited working prototype that can: Convert markup in a Principal Act into a limited set of amending instructions within a Bill template Provide a way for drafters to rapidly add a limited set of amending instructions to a bill template manually, without having to manually key the whole instruction Apply a limited set of amending instructions within a bill template to a Principal Act in markup (reading in) Generate both a readable bill output document and valid XML output At completion of the proof of concept, provide an estimate of resources, cost and duration for the development, implementation and maintenance of a fully functioning legislative drafting tool Instructions to Tenderers Detailed requirements for this proof of concept are set out in the tender documentation.
