This Tender is invited by the Issuer. The MDBA is preparing to undertake a major procurement to establish a new Managed Service Provider (MSP) arrangement for the delivery of critical ICT services. This procurement is strategically significant and will replace an existing service model, requiring a carefully designed approach to ensure continuity of operations, value for money, and alignment with current and future ICT needs. The scope, complexity, and risk profile of an MSP procurement extends beyond standard procurement activities. It requires a strong understanding of ICT service delivery models, technical capabilities, market conditions, and commercial risk allocation. The success of the procurement will depend on the ability to clearly define requirements, assess provider capability, and structure a contract that is commercially robust, operationally viable, and fit for purpose over its full term. The MDBA seeks to engage a supplier with expertise that combines advanced procurement skills with a practical understanding of ICT environments, managed services, and vendor performance frameworks. This capability is critical to developing requirements, effectively engaging the market, identifying suitable service providers, evaluating complex technical and commercial proposals, and managing risk throughout the process. The specialist will bring proven experience in ICT and MSP procurements, enabling them to design and lead a rigorous procurement process, identify and evaluate capable providers, and ensure the resulting contract achieves value for money while mitigating delivery, commercial, and operational risks.
