Job details Overview The Department of Parliamentary Services (DPS) seeks to engage suitably qualified and experienced Business Analyst resources to support a range of ICT-enabled business, system and service delivery initiatives across the Information Services Division. DPS has an anticipated requirement for up to approximately eight Business Analyst resources. The resources may be required across multiple programs, projects and business areas, including but not limited to the Parliamentary Information and Cyber Resilience Program, ERP-related initiatives, business-as-usual delivery areas within Applications Delivery and Operations, Broadcasting-related initiatives, and other ICT-enabled service design, system improvement or transformation activities as required. The purpose of this approach to market is to establish a pool of suitable Business Analyst candidates who can be assessed against common requirements and, where appropriate, matched to specific program or business area needs following evaluation. DPS does not guarantee that any specific number of resources will be engaged as a result of this process. Engagement of any candidate will be subject to evaluation outcomes, business need, funding availability, delegate approval and successful completion of onboarding requirements. Background The Information Services Division supports the delivery, operation and continuous improvement of digital, ICT and business systems across the Australian Parliament and supporting departments. A number of programs and business areas require Business Analyst capability to support discovery, requirements definition, stakeholder engagement, process analysis, systems analysis, service design and implementation activities. These roles are expected to contribute to the delivery of fit-for-purpose solutions by translating operational needs into clear, actionable business and technical requirements. Business Analyst resources may work within multidisciplinary teams, including business representatives, project managers, solution architects, enterprise architects, developers, testers, cyber security specialists and operational support teams. Requirement The Department requires Business Analyst resources to provide specialist business analysis and systems analysis services to support the delivery of ICT-enabled outcomes. The resources will be required to work across business and technical stakeholder groups to understand business needs, define problems and opportunities, analyse current and future state processes, document requirements, support options analysis and contribute to solution design and implementation activities. The Business Analyst resources may be allocated to different programs, projects or business areas depending on the Department’s priorities, funding sources and delivery needs. The roles are expected to operate under limited direction and exercise sound judgement, initiative and professional discretion in managing competing priorities, engaging stakeholders and producing high-quality business analysis artefacts.
