This Tender is invited by the Issuer. Overview The Department of Health, Disability and Ageing, on behalf of the Therapeutic Goods Administration (TGA), is seeking a suitably qualified provider to support the TGA's Health Products Regulation Group (HPRG) Digital Branch to co-design and deliver a public-facing TGA Digital Transformation Plan and roadmap, supported by stakeholder consultation, change management and communications. About The TGA is delivering a major digital transformation program (DTP) to modernise its regulatory systems and establish a more flexible, transparent and connected regulatory platform. The program is significant in scale, complexity and stakeholder impact. The program's existing vision, objectives, benefits and priorities are attached to the RFQ. Drafting and consultation have already commenced. Digital Branch has begun consolidating existing program material, testing early content and engaging internal stakeholders through established governance and consultation forums. This procurement will provide the dedicated specialist capacity needed to accelerate, structure and complete this work, rather than start the process from first principles. The project will be led by the Communication and Engagement section, HPRG Digital Branch, which will be responsible for day-to-day direction, coordination and acceptance of deliverables. The supplier will operate within HPRG Digital governance arrangements. Key deliverables, including the Digital Transformation Plan, roadmap, reporting approach and communications products, will be reviewed through appropriate HPRG Digital governance forums before finalisation, and progress, risks and issues will be escalated through Digital Branch and relevant executive governance channels as required. The HPRG Digital Program is overseen by the HPRG Digital Board, comprised of senior executives across the group and across IT Division, which meets every 8 weeks. The project itself will be overseen by an internal steering committee, with meeting cadence to be determined, and an Industry Working Group which meets every 8 weeks or as needed. Purpose The aim of this procurement is to engage a suitably qualified provider to support Digital Branch to co-design and deliver a public-facing TGA Digital Transformation Plan and roadmap, supported by stakeholder consultation, change management and communications, to improve transparency, alignment and confidence in the delivery of the Digital Transformation Program. The procurement will give the program a clear, shared direction, strengthen stakeholder confidence, improve decision-making and help demonstrate progress against agreed benefits. Scope The scope includes: Co-designing and delivering a public-facing TGA Digital Transformation Plan and roadmap Structuring the roadmap by delivery horizons, presenting a near-term delivery horizon (1 to 3 years) with greater detail and certainty, supported by indicative longer-term horizons that provide visibility of future direction while recognising that priorities may evolve Aligning the roadmap with a parallel in-house future-state architecture project that will help strengthen delivery confidence and sequencing over time Supporting engagement with relevant internal stakeholders through targeted meetings and workshops Supporting engagement with external stakeholders through established TGA forums, including the HPRG Digital Industry Working Group, and through targeted workshops Delivering stakeholder consultation, change management and communications products as part of the plan and roadmap Delivering a publication-ready Digital Transformation Plan and Roadmap in late November 2026 (Part A) Subject to funding and approval, supporting ongoing communications and change management activities until June 2027 (Part B) The supplier will not be required to develop the Digital Transformation Program strategy from first principles or make program prioritisation, investment or technical architecture decisions.
