This Tender is invited by the Issuer. OPC currently consumes secure internet gateway (SIG) capability through Microsoft GSA together with externally managed SIG services. OPC now intends to transition to an in-house SIG model that leverages Microsoft GSA, with the aim of improving internal control, alignment to OPC’s security architecture, and long-term sustainability of the gateway environment. OPC has capable internal security architecture and engineering resources to support the design and implementation of the in-house SIG capability. However, given the security sensitivity of the gateway environment and the importance of ensuring the design is robust, fit for purpose and aligned to better practice, OPC requires short-term external specialist oversight and support from a supplier with demonstrated Commonwealth gateway experience. OPC requires relevant specialist capability in secure gateway architecture, design and implementation and a vendor that has previously supported similar SIG-related work for Commonwealth entities. This procurement will provide targeted specialist oversight and support to complement OPC’s internal capability during the initial design and implementation phase of the in-house SIG solution, including expert review, assurance, documentation support and access to specialist cyber security and network engineering expertise as required.
