Solar carpark with EV Charging
Tender Overview
About this tender
Overview The City and Environment Directorate (ACT), on behalf of the Territory, is seeking suitably qualified and experienced Supplier(s) to design, construct and operate Solar PV canopies and EV Charging infrastructure at ACT Government owned carparks. About In 2020, the ACT Government engaged Evenergi to undertake a feasibility and business case analysis for ACT institutions and commercial businesses on the installation of covered carparks with solar powered vehicle charging stations. The resulting report, "Installation of covered car parks with solar powered vehicle charging stations", concluded that solar carpark installations can be commercially viable. Objectives Solutions must meet the following Project Objectives: Increase renewable energy generation and support transport electrification Support electricity network stability and resilience Catalyse local business innovation, capacity and skills Scope The scope includes: Design, establishment and operation of the solar PV canopy and EV charging system over its full lifecycle Asset management, including system operation, maintenance, repair and engineering change control during the contract period Planned decommissioning and disposal of assets at end-of-life, including management of problematic waste streams such as solar photovoltaic panels and batteries (if included in the Solution) Provision of a sizing assessment, including proposed canopy coverage, installed solar capacity, expected annual generation, and design justification Design, supply, installation, commissioning, operation and maintenance of public EV charging infrastructure integrated with the solar PV carpark canopy, including determination of charger type, number, capacity and configuration Battery energy storage systems (BESS) integrated with the solar PV canopy and EV charging infrastructure, where proposed (optional) Electrical and/or meter upgrades, including switchboard, earthing and circuit safety works, required to support installation and operation of the assets Connection of generation and storage assets to, and participation in, the National Energy Market (NEM), in accordance with the National Electricity Law and National Electricity Rules Assessment of the available electrical capacity at each site, including any network or connection constraints Ensuring long-term system flexibility and platform compatibility, including selection of appropriate device communication protocols Capability to respond to the NEM, including during Minimum System Load (MSL) events, in compliance with ACT Emergency Backstop Capability requirements as and when defined Registration with the Australian Energy Market Operator (AEMO) and the relevant Distribution Network Service Provider (DNSP) to provide the energy services Assessment and prioritisation of installation sites across ACT Government owned carparks, and appropriate sizing of generation and storage assets to meet overall System requirements Provision of a commercial arrangement to fund establishment of the system and to collect revenue from, manage, operate and maintain the system Development of a plan to manage Project assets at the end of the licence period, including which assets will be transferred, retained or disposed of, and the expected remaining asset life Project management, contract management and subcontractor management activities necessary to deliver the Project Communications and stakeholder management activities with the ACT Government, regulators and other relevant stakeholders Technical and financial data measurement and reporting to support Project monitoring and evaluation Contractor Requirements Safety, Regulatory and Compliance Compliance with all relevant work health and safety legislation, including the Work Health and Safety Act 2011 (ACT), the Work Health and Safety Regulations 2011 (ACT) and associated instruments Demonstrated risk management systems, including a WHS Management Plan specific to the works and a recent Safe Work Method Statement (SWMS) detailing relevant high-risk work activities that may be undertaken during the life of the contract Responsibility for obtaining and maintaining all licences, registrations, exemptions, approvals, permits, network agreements and other regulatory authorisations necessary for the design, construction, operation and maintenance of the Solution, including requirements arising under the Utilities Act 2000 (ACT), National Energy Retail Law (ACT), Utilities (Technical Regulation) Act 2014 (ACT), Planning Act 2023 (ACT) and other applicable legislation Management of cyber security risks, including documented cybersecurity policies, vulnerability management processes, incident response procedures, access controls and secure software update mechanisms maintained for the duration of any land use licence agreement Appropriate data governance and privacy provisions complying with the Privacy Act 1988 and the ACT Information Privacy Act 2014 Licensing and Site Responsibilities Responsibility for securing a licensing arrangement covering the proposed activities at each site, noting additional site-specific requirements may be included in the licence by the land-owning agency Responsibility for confirming whether the project is exempt from a Development Application, or for securing Development Application approval where required, including all associated costs Responsibility for securing land-owning agency approval and licensing arrangements for development (applicable to selected respondents) Acknowledgement that parking arrangements, parking restrictions and operational requirements applying to a site may change during the term of the licence Contract Terms and Conditions No Territory funding will be provided towards the costs of any stage of the project, including construction, operation or maintenance of the installation The Territory may engage more than one Supplier to pursue projects at multiple carpark sites Expected licensing duration is 10 years; Respondents may propose a longer licence term of up to 20 years where they can clearly demonstrate that an extended term would deliver superior value for money, increased commercial returns, enhanced infrastructure investment, or other tangible benefits to Government Instructions to Tenderers This Request for Expression of Interest (REOI) is Stage 1 of a possible two-stage procurement process. Depending on responses to this REOI, a shortlist of Respondents may be created to participate in Stage 2, a Request for Proposal (RFP). Alternatively, the ACT Government may select respondents to this REOI directly. Selected respondents will be supported to secure land-owning agency approval and licensing arrangements for development. In proposing their Solution, Respondents must incorporate the Project Objectives and all general information supplied in the REOI document package, and must address each of the requirements set out in the REOI. Respondents are to nominate which carparks will be targeted for inclusion in their Solution in the REOI Response Schedule. Further background and supporting information is available in the Request for Expression of Interest (REOI) Document. Details of land ownership can be ascertained using the ACTmapi Land Custodianship map. Enquiries Contact: Tenders ACT Team Phone: +61 (02) 62079000 Email: tendersact@act.gov.au
How to respond to this tender
A strong tender response is clear, compliant, and backed by evidence. These steps apply to most Australian and New Zealand public tenders.
Read the requirements in full
Open the official listing and download the full tender pack. Note the response schedules, evaluation criteria, mandatory conditions, and the exact closing time and lodgement method.
Confirm you are eligible and it is worth bidding
Check licences, insurances, certifications, and any conformance requirements before you commit. A quick bid or no-bid decision saves days of wasted effort on a tender you cannot win.
Answer every criterion with evidence
Respond to each evaluation criterion directly and back your claims with concrete examples, referees, and past performance. Address the buyer’s stated need, not a generic capability statement.
Lodge early through the official portal
Submit through the source portal well before the deadline. Late or incorrectly lodged bids are almost always rejected, so leave time for uploads, portal errors, and last-minute questions.
